Francisco is working to build out the Enterprise Project Management Office; establishing and managing repeatable, iterative processes, procedures, tools, and templates to maximize efficiencies, encourage proper vetting and prioritization, and provide tracking and reporting of all enterprise projects. Francisco also serves as Project and Program Manager to various initiatives within the organization.

A collaborative group of 14 cities and counties throughout California was formed in order to identify, vet, and implement a suite of innovative technology solutions in the behavioral and mental health space to deliver better care and support to the residents of California. This collaborative is being managed by CalMHSA and Francisco served as Lead Product Manager over all product related activities including procurements, evaluation, testing, implementation, maintenance, and contract management.

Built and maintained enrollment data integrity reports and functions for the Covered California enrollment exchange. Designed, built, and maintained enrollment functionality in the Covered California web application.

As part of ongoing operations of the my|CalPERS application, CalPERS required a centralized interface support team to provide service to all interfacing business partners, as well as the internal stakeholders. Mr. Flores provided integral solution support for the interface team. He also served worked on the Functional Optimization project to analyze, design, and implement creative solutions to improve the my|CalPERS application.

The CalHEERS project was California’s implementation to meet the requirements of the Affordable Care Act. This system included an eligibility and enrollment portal and interfaces to exchange enrollment and payment information with insurance carriers. The exchange provided a centralized system for individuals, employers, carrier representatives, enrollment agents, and brokers to enroll in and maintain health care coverage. Francisco lead the Interfaces team, standing up, testing, and operating the 834 and 820 EDI enrollment file exchanges with the insurance carriers.

The Our Way Forward project designed and developed a new unified system to replace aging and inefficient legacy systems of the Ohio Public Employees Retirement System (OPERS). The OWF system was a centralized portal for all internal staff, members, and employers to complete pension enrollment and benefit related business processes. Francisco worked as a Business Analyst gathering requirements and designing functionality, as well as led the Java Development Team.
