Francisco Almendra is an Associate in the Climate and Energy Program at the World Resources Institute. As a member of the International Technology Policy team, Francisco works on the Carbon Capture and Sequestration (CCS) initiative, where he focuses on CCS regulatory and deployment issues, both in the US and internationally. His current work involves fostering US-China cooperation on CCS, and developing adequate community engagement guidelines for CCS projects.

Short-term Consultant (STC) to AFRCE and PRMGE Co-edited the book “Gender Disparities in Africa”, to be published in late 2009 by the WBG. Provided background information for the book’s introduction, and editorial/technical comments to individual chapters. Contributed to the technical validation of the Women’s Economic Opportunity (WEO) Index, commissioned by the WBG’s Gender anchor to the Economist Intelligence Unit. Produced background/advocative literature review of 28 indicators, checked quantitative data consistency, performed principal-component analysis of index indicators, and coordinated regional validation process with different country offices in the Bank.

- Contributed as external consultant to three-year economic planning process for various sectors of post-conflict autonomous regional government. Focused on capacity-building, budget planning/restructuring, and medium-term revenue/expenditure projections.- Liaised daily with Infrastructure, Rule of Law, Education, and Economic Functions working groups, and their respective constituent Ministries and government agencies.- Conducted additional analyses of oil and government revenues; assisted with early design of household expenditure survey; and analysed early CPI data.

- Developed the Middle Eastern market for flat (hot rolled plates and coils) and long (beams) steel products sourced from Asia.- Created 70,000 mt of new businesses in 2006, and long-term supply agreements for 250,000 mt in 2007.- Negotiated with steel mills in China, Indonesia, Thailand, Taiwan, Malaysia, Korea and Japan; and with clients in U.A.E., Saudi Arabia, Bahrain, Qatar, Kuwait, Oman and Iran.- Co-managed spot and long-term freight negotiations and worldwide market intelligence reports.

- Co-managed metallurgical coke sourcing in China, dealing daily with senior Chinese producers, traders and logistics operators.- Generated 350,000 mt of new spot and long-term businesses (~US$6.8M profit).- Developed worldwide coke market/intelligence reports to the company’s Head Office.- Supervised product quality during transport, storage and loading.- Liaised with customers’ technical and commercial representatives in China.

- Managed the delivery logistics of imported coal and coke to Brazil (3.8 Mt in 2003).- Streamlined the import logistics/tax structure for sales to the Brazilian market (savings of ~$80,000/year).- Co-managed cash flow decisions under ‘coal/coke’ ledgers in Brazil, and supervised product quality and post-sale CRM.- Negotiated supply conditions and financing with clients, generating additional ~$600,000/year in revenue.- Conceived, developed and implemented an online information system, capable of being accessed and updated remotely from anywhere in the world.
