Frank Muller is an experienced independent director with a long career in governance, strategy and public policy in Australia and the United States in government, universities, private consulting and the community sector. He is currently assisting bushfire affected communities on the South Coast of NSW to rebuild resilient and low-carbon homes and settlements. Frank's career has spanned a wide range of policy, management and board roles in climate change, energy, transport, urban planning, consumer affairs, public health and job creation. Across these diverse areas, he has led strategic and innovative approaches to complex challenges drawing upon skills and understanding in science and economics. Frank has specialised in climate change strategy and policy since the late 1980s, both in dedicated climate policy roles and in governance roles where his climate change expertise was a key element of a board’s skills matrix.Frank served two terms as a Commissioner of the National Transport Commission, helping lead major productivity and safety reforms in Australia’s land transport system while bringing climate expertise to the Commission’s deliberations. He also served nine years as a Non-Executive Director of Choice, Australia's leading publisher of independent consumer information, where he was a key member of a board that has driven a successful digital transformation leading to revenue growth and increased policy influence.Frank previously headed climate change and sustainable development policy in the NSW Premier’s and Cabinet Departments and, during the 1990s, directed policy research at the University of Maryland’s Center for Global Change in Washington, advising the United Nations, the Clinton Administration, state governments and developing countries. In those roles he developed innovative policies and strategies in carbon pricing, renewable energy and sustainable transport.Frank has served on numerous boards and advisory committees throughout his career. He currently represents Choice on the Therapeutic Goods Administration Consultative Committee and recently served as consumer representative on the Complaints Resolution Panel, an Australian Government committee tasked with maintaining integrity in healthcare advertising. Frank has a Master of Public Administration from Harvard University, a Bachelor of Science from the Australian National University and is a graduate of the Australian Institute of Company Directors.
