Dr François BERNARD is Chief Operating Officer at SONECOM and open to new opportunities (Board, Foundation, Lecturer,...). He capitalizes a wide international experience in territory and FDI promotion activities ; as operational expert in "attractiveness improvement", he advises Territories or public Institutions and decision makers to develop visibility / performances of existing Investment Promotion Agencies (IPA) and/or set up an efficient and cost effective new IPA.M. BERNARD was between 2017 - 2019, after analysis, definition and creation of the structure, Independent Director / member of the Board of Directors of "Invest in Kazakhstan" (National Company KAZAKH INVEST, JSC) chaired by HE the Prime Minister of the Republic of Kazakhstan. He was also (2013-2016) Senior Consultant to "Brussels Invest & Export" (BI&E) under the Ministry of Brussels Capitale Region.Between 2007- 2012, M. BERNARD was Permanent Representative & Senior Advisor Western Europe for the National Agency of Turkey, "Invest in Turkey" (ISPAT) under the authority of HE the Prime Minister, now under the Presidency of Turkey.M. BERNARD supported also decision makers of medium / large size groups (construction, Health) in their international development strategy, mainly oriented to Belgium, Switzerland, France, Turkey, West Africa, Kazakhstan.As lecturer for Master 2 students in University of Paris, (formerly Sorbonne Paris Cité University - SPCU), Faculty of Law - Paris V Descartes, he delivers lessons on "Practices and methods of international and cross cultural negotiation".Working languages: French, Turkish, EnglishSpanish : social conversation
