Francois has extensive experience designing on-premise, hybrid and cloud-based BI and big data environments for Federal, State and Local government and commercial clients. Francois designed and implemented scalable and sustainable data warehouse, big data, cloud and hybrid environments to meet client’s specific requirements. At the Port Authority of NY/NJ (PANYNJ), Francois designed a cloud-based solution to enable the client to execute on their 5-year BI strategy. The roadmap consisted of end user usability, advanced predictive analytics, artificial intelligence and machine learning. PANYNJ oversees five of New York state airports where three of these airports are amongst the largest airports in the United States. Each of these airports are autonomous and manages their own data. Some of the most significant challenges of this project were about data quality, data consistency and large amount of data. Designed the architecture for an Enterprise Solution for the Building Information Model (BIM) at WHS. Was responsible for designing two models to increase efficiency and effectiveness of WHS facilities lifecycle. Provided WHS with the functionality to represent the physical and functional characteristics of a facility and its related project/life-cycle information. The proof of concept provided to WHS DFD made outstanding recommendations using industry “Best Practices”, on available BIM technologies, to standardize BIM models to be utilized in future construction design projects.

At Los Alamos National Laboratories (LANL), Francois designed, developed, and maintained a long-term contract, over 10 years, to provide Environmental Management Process and Systems Development Services for `the Department of Energy (DOE) – LANL that provided full lifecycle support for Sample Event Planning (air, water and soil), Collection, Shipping, Testing, Verification, Validation, and Analysis services. The realized vision for this project was to develop a web-based, scalable, distributed enterprise solution to enable real-time collaboration between Remediation Project Managers, Sample Collection Contractors, Laboratories, Scientists & Engineers, Regulators and other Stakeholders for “cradle to grave” tracking and a full audit trail of all data types thus optimizing the cost- effectiveness of maintaining high-quality, defensible environmental data. Regional Database Manager (RDM) for the Navy NIRIS system in support of the Navy’s Environmental Restoration Program and the Navy’s BRAC program for the Southwest region. As part of the RDM responsibilities, Francois provided consulting on architecture, design, and operational issues related to NIRIS nationwide implementation to the Navy’s National Work group and Design Group. Francois was also a technical advisor on the Southwest Technical Advisory Board (TAB). In addition, as the RDM, Francois provided the following services: Database management services,  Data migration and data cleanup services, Business process analysis services, Software and systems requirements gathering, Documentation management, Geographic Information Systems services, E-learning support, and Helpdesk Support Services.

At the United States Geological Services (USCG), Francois was the team lead and solution architect in support of the Death Valley Regional Groundwater Flow Modeling Project and the Desert Southwest Project. The purpose of this project was to implement robust data management procedures that support cost-effective data integration, data management, data analysis, data visualization, and dissemination procedures in support of decision-making regarding water resources and environmental risk management. Francois helped the USGS in the presentation of these innovative processes and IT concepts to the Geosciences Department at the United Nations in Paris, for the purpose of creating a US/Europe Geosciences Modeling Collaborative Environment.
