Helping clients meet there environmental obbligations.

Responsible for providing front line program delivery of ministry programs and services to the public, businesses and industries located within their district, as well as ensuring compliance with environmental legislation, regulations, policies and guidelines: 1. Responding to alleged incidences of pollution by carrying out inspections and field/technical inspections and field/technical investigations; assessing compliance and implementing a course of action to bring about compliance.2. Planning and conducting pro-active compliance inspections of all sources of air, water, and land pollution.3. Assessing contaminated sites and spills (including after office hour responses to spills), determining the source(s) and responsible parties, and ensuring that appropriate remedial steps are taken.4. Preparing reports and documenting findings/actions to support compliance proceedings; preparing executing legal documents, testifying before courts or judicial boards; reviewing and making recommendations on ministry approvals; preparing, issuing, serving, and defending orders.5. Providing technical expertise and advice on regulatory compliance and approvals, environmental problems and solutions related to air/land/water pollution with clients (such as ministry staff, elected and company officials, public, consultants, and media) providing technical expertise and advice to less senior staff. 6. Managing cleanup projects by preparing applications for funding, writing requests for proposals, selecting consultants, and overseeing consulting services. 7. Ensuring the application of quality service standards, principles, guidelines, directives and procedures in order to improve services and communications with customers.

My main role at DST was to authored and review technical reports including Phase One, Two and Three Environmental Site Assessments, Emission Summary Dispersion Modeling Reports, Landfill Modeling reports, Risk Management Plans, Hydrogeological Reports, Hydrology Reports Environmental Baseline Studies, Closure Plans and Monitoring Plans. I also made use of my aptitude for computer modelling to model air emissions, rivers, and run hydrological forecasting models, and prepared applications for Certificates of Approval and Environmental Compliance Approvals. Some examples follow:- Authored Phase Two Environmental Site Assessment for a Department of National Defence (DND) owned site with soil and groundwater contamination including metals, petroleum hydrocarbons and polycyclic aromatic hydrocarbons. Results were used in a Risk Assessment. Co-authored Risk Management Plan for the site. - Performed risk analysis to design three-year surface and groundwater monitoring plan for DND site, oversaw monitoring and authored monitoring reports. - Obtained Certificates of approval (air and noise) for emergency generators for broadcasting companies, for rock quarrying operations, and for manufacturing operations in Ontario. - Obtained category three permit to take water for large scale remediation project in Ottawa. Authored hydrogeological report that was required as part of the application.

As a science teacher I prepared and taught courses from grade 9 applied science through Ontario Academic Credit (grade 13) physics. Through my teaching, I prepared students for success in university and college sciences, and provided them with a sound fundamental knowledge of science and life to guide them in their future lives.

I provided engineering services to various clients, while furthering my education. Engineering work during this period includes slurry pump manufactures, DuPont Canada, mostly to do with hydraulic engineering. However most of my efforts during the first three years were concentrated on obtaining my doctorate degree, which I completed in May, 1995. My research involved both computer modelling and physical experiments of high shear stress flows with sediment. Courses taken include advanced fluid mechanics, turbulent flow theory, regression and experimental design, theory of dimensions and models, thermo fluid engineering, convective heat transfer, groundwater transport, numerical modelling of transport phenomena, two phase flow; courses audited include River Engineering, and Industrial liquid waste management.With my Ph.D. in hand, I obtained a certificate of authorization to offer professional engineering services to the public in Ontario. One of the contracts I fulfilled was as a lecturer at Royal Military College in Kingston Ontario, where I taught cadets courses in environmental engineering and waste management. I enjoyed teaching the cadets, and decided to expand into the teaching area, registering in a B.Ed. program in 1999. Examples of work performed follow:- Designed a uniquely shaped weir for Dupont Canada to operate in confined space and wide range of flow values to meet Ontario's municipal and industrial strategy for abatement (MISSA) criteria for waste measurement flow. - Selected pipe diameter, pump selection and flow rate for slurry flow systems for pump manufacturing company.- Advanced research into high shear stress sediment flows and slurry pumping, publishing a number of papers and a Ph.D. Thesis.- Taught students at Royal Military College courses in environmental engineering and waste management.
