Working with a Local Authority in the north of England, supporting the development and delivery of their council-wide change programme.

Most recently worked with a County Council to manage the in-sourcing of services following the demise of Carillion, alongside the development and implementation of a new delivery model for property and FM services.

Delivered a range of programmes for a London borough, including the development and delivery of a Housing service transformation and latterly, with the Director of Place, developed and delivered a change programme for the Place Department.

With a change in Administration, the council wanted to review it's structures. Working with the interim Chief Executive, I led a project to: • streamline and refocus the Corporate Management Team and departments• review the corporate centre to deliver streamlined support functions, as well as savings• review the corporate policy, performance and programme management functions, developing and implementing the model for a new Assistant Chief Executive’s service

The council was building a new Civic Centre that would accommodate most of its staff and wanted to achieve efficiencies in its administrative staffing and arrangements. I developed and implemented proposals for a new business support service that:• delivered a saving of £1 million through bringing together previously dispersed resources• included process and operational improvements to support improved staff productivity• created a structure that offers staff development and career opportunities

Following a review by PriceWaterhouseCoopers, the council wanted to implement a wide range of structural changes, with the overall aims of streamlining management and reducing costs. I delivered:• a targeted, tactical downsizing of 200 posts, with a full year saving of just over £7 million• a strategic reconfiguration of the council aimed at re-aligning departments with the organisation’s longer term organisational priorities • streamlined management structures creating wider spans of management control and further full year savings of £4.2 million• an overall reduction in management of over 20%

Following a Deloitte council-wide review the council wanted to set up a Transformation Programme to take forward the recommendations from the review, as well as achieving immediate in-year savings. • delivering a targeted downsizing of 150 posts to deliver a full year saving of £5.25 million• supporting and advising the Chief Executive, Corporate Management Team and Cabinet on the development and implementation of the council’s Transformation Programme and leading its development• putting in place the programme management and programme office infrastructure to support the council’s Transformation

A local government reorganisation replaced five local authorities with one unitary county council. My assignment included providing additional senior management capacity and leadership during a period of substantial change and uncertainty, including:• developing and delivering a corporate and transition plan• creating a new town council for the city• ensuring effective performance, project and risk management across the Council
