Frank has been engaged by NSW Trains (NSWT) as the Quality Auditor/Cleaning Operations Manager for the administration of the outsourced Cleaning Contract for NSWT stations & trains (including quality audits, contract compliance, KPIs, meetings & payments) and operational liaison with Sydney Trains Cleaning Services and contracted suppliers.

Frank has been engaged by NSW Trains (NSWT) as a Senior Contracts and Procurement Manager for the Maintenance Category. The primary responsibilities of the role include the administration (audits, benefits tracking, KPIs, meetings & payments) and management of the Cleaning Contract for NSWT stations & trains; managing the tender processes for NSWT External Ticketing Agents, co-supervising the Rebranding (CountryLink to TrainLink) Project for all NSWT stations and managing the devolution of the Bulk Fuel WoG Contract C366 from DFSI to NSWT. The role also involves end-to-end procurement functions (Sourcing Events, RFx, Evaluations & Recommendations, Approvals, Requisitions, POs and Receipts) for other NSWT divisions such as Customer Experience, Engineering, Operational Excellence & SEQR; and liaison with Sydney Trains procurement and contract management personnel, with all tasks processed through the Ariba/Ellipse systems.

Frank has been engaged to ensure continuity of service delivery and maintenance of procurement process standards including strict compliance with NSW Government Code of Practice for Procurement, Pre-Qualification Schemes for Builders (non-residential), Consultants and Contractors in Construction and the Procurement System for Construction between hand-over from the incumbent Procurement Manager until hand-off to the new Procurement Manager.

Tender By Invitation - Contract 6621 awarded by NSW Procurement to Karoshi Pty Limited. Engagement of a senior procurement consultant to provide expertise and capacity to: • Conduct a review for effectiveness of the operations of the Fleet Category Management Working Group (CMWG); • Conduct an evaluation and prepare a report of the current Fleet Work Plan; • Provide strategies to enhance, improve or accelerate the Fleet Work Plan’s 16 specific actions; • Develop a base Category Management Plan to be used for a broader Fleet Category Management Plan for NSW Government; • Provide an Industry Overview to assist with future Fleet CMWG Plans.

Initially, Frank was engaged to conduct an intensive review and report into the Procure-To-Pay processes (including requisitions, purchase order approvals, accounts payables and related policies, procedures & forms) operating within Service NSW, Head Office. The engagement was subsequently extended to implement all recommendations contained in the report. After all recommendations were successfully implemented, Frank was requested to assume the role of Project Lead for the eDRMS Services (electronic Documents and Records Management System - HP Records Manager) project including managing the Proof-Of-Concept Trial, Specification of Business Requirements, Liaison with In-house and Third-party Technology Providers, Request For Quotation, Tender Evaluations and Report, Contract Award and Go Live.

Professional Services Contract to: 1. evaluate E-toll Tag Inventory Management (including identifying cost deferral/reduction/saving opportunities for tag inventory) within the Tolling Branch. Key deliverables are to co-ordinate implementation and to ensure optimal benefits realisation is achieved. 2. conduct a strategic review of and report on critical supplier contracts within the Tolling Branch including suggested revisions (as required), in accordance with the business owners’ needs and State Government Procurement Guidelines.

Initially, a Six (6) month contract as a Procurement Consultant to conduct an independent third-party review of all RFT documentation including contract shells, scope of works, returnable & pricing schedules for a multi-million dollar Plant and Equipment Hire (Crane Hire, Dry Hire & Wet Hire) tender. Subsequently, an Eighteen (18) month Professional Services Contract as Transition Contracts Manager, Support Services to: • advise on conversion of twenty pre-qualified supplier panels into discrete formal contracts (including EOI, RFT, TEP and Contract T&Cs) or into existing contracts; • introduce contract implementation, management and performance review processes for Traffic Control Contracts as Sydney Water best practice exemplar; • create Schedule of Services, Billing Master Lists, Service Request Forms, Monthly Payment Claims spread sheets including Sanity Checks and Implementation of Traffic Control Contracts including Communications/Transition Plans; • participate in multi-million dollar Plant and Equipment Hire (Crane Hire, Dry Hire & Wet Hire) tender as a voting member of the Tender Evaluation Panel and the Subject Matter Expert for the creation of Assessed Tender Costs, price sensitivity scenarios and tender comparisons & rankings; • review/revise maintenance planning & management processes for all Sydney Water owned/leased plant & equipment including Buy/Lease or Hire Cost-Benefit Analysis for all Sydney Water plant & equipment requirements and• create Schedule of Services, Billing Master Lists, Service Request Forms, Monthly Payment Claims spread sheets including Sanity Checks and Implementation of Plant and Equipment Hire (Crane Hire, Dry Hire & Wet Hire) Contracts including Communications/Transition Plans.

Twenty Four (24) month contract as Senior Business Analyst and Project Manager within Corporate Program Management Office (PMO) and Business Information Systems (BIS) departments to work as part of a team of consultants, on a Program of Works known as Accounts Payable Reform. The Program of Works included: • Accounts Payable Consolidation (relocate invoice processing from 48 national sites to a Central AP at HO); • Establish Central AP with processing capacity for 30-60k invoices per month;• AP Register redesign; • Supplier EDI (PO/POA/INV) including Edifact, X12 & XML message creation; • Receiving & Receipting processes; • Invoice scanning, indexing and web hosting. • Automated PO/Invoice matching; • Supplier Rebate (SR) process review/implementation; • Automation of SR accrual estimates and reconciliation of SR receipts (remittances/credits). • PO Pricing validation and/or variation reporting. • Restructure and downsize Central AP, consistent with improved processes;Additional/ancillary projects included • Business Requirements Analysis and Board Submission for Enterprise Content Management Infrastructure with cost-savings, ROI and implementation strategy. • Early Settlement Discount (ESD) program initiated with critical Suppliers. n.b. Twelve (12) month contract for Detailed Review and Report on Bus Maintenance Supply Chain (engineering & safety, procurement, purchasing, accounts payable, maintenance scheduling and stores) policies, procedures, processes & forms. Including • Identification of substantial cost-savings and implementation strategy. • Determination of alternative inventory management operational processes. • Created a comprehensive Position Description for a Corporate Inventory Manager and integrated the position into the existing Organisation Structure.

Twenty Four (24) month contract for Review, Revision and Implementation of Car Fleet strategy, policies, procedures, processes and forms. Including • Change of fleet composition to reduce costs, reduce FBT exposure, minimise industrial relations impacts and maintain/improve operational effectiveness. • Industrial Relations liaison and negotiations with Peak Consultative Committee (PSA & APESMA) and Single Bargaining Unit (AWU, AMWU, CFMEU, ETU & TWU). • Creation, manning and management of Car Fleet Section within Business Services Group, Corporate Services Directorate. • Creation and publication of LMV Fleet Policy and Procedures Manual. • Change Management activities including creation and presentation of FBT/RFBA Obligations & Outcomes Information Sessions to all RTA offices and worksites. • Establishment of in-house database which was integrated with SAP system and outsourced leasing provider. Also deployed to central, regional and remote Admin Centres for real time enquiry, records management and updates. • Restructure of Directorate Branch and Cost Centre coding for reporting. • Adjust billing arrangements between outsourced leasing provider, directorates, Finance, BSG and Payroll to ensure data integrity and reduce reconciliations. • Implement/entrench processes to minimise Car Fleet FBT liability and ensure regular periodic reporting of employee FBT/RFBA Outcomes.

Responsible for manufacturing response to weekly Sales & Operations Planning commitments, variations and local, interstate & international deliveries including MRP, VMI and ERP. Initiated the development of modular jurisdictionally neutral manufacturing processes. Also • Specific responsibility as Subject Matter Expert for implementation and integration of PeopleSoft modules within Manufacturing, Sales and Service divisions (32 modules implemented in total), whilst ensuring compatibility with existing VMI procurement and automated stock control & purchasing processes; • Specific responsibility as Subject Matter Expert for implementation and integration of Salesforce Automation within Sales and Marketing divisions; • Conducting strategy/policy/process review and revision of flowcharts, mapping, procedures, work instructions and change management documentation for: “Quote-To-Cash” processes including a) Sales Order Management, b) Client Services Call Centre, c) Quality Systems, d) Sales & Operations Planning, e) Order Fulfilment & Production Scheduling, f) Stores & Warehousing, g) Delivery Approval, h) Despatch, Exports and Returns. • Advocacy of Order Fulfilment and Inventory processes to senior management; • Integration of process changes into existing OH&S and Quality frameworks; • Industrial Relations liaison and negotiations and strategy consultation within the factory management team for strike contingencies, dispute resolution and Union membership initiatives.

Initiated, planned and executed ISO9001 certification for the Philips Corporate Services Departments and managed annual Statement of Business Controls compliance. Negotiated and implemented non-product related (NPR) procurement program for all corporate and business unit goods & services spend (eg, accommodation, communications, forwarding, hire cars, information technology, insurance, professional services, recruitment, stationary, travel and utilities) with recurring savings of $3.5-5mil per annum. Participated in project teams for: • Numerous SAP upgrades and SAP Implementations including a transition from MFG-PRO;• Establishment of Central Distribution Centre and numerous relocations of product warehouses & head office.
