Startup was August 2007 for this very well constructed plant, with an efficient, integrated Linde design, zero effluent, and advanced control and fully functional dynamic simulation models. Designed a lifting system to remove LPG condensate from combined LNG/LPG tank flare using pressurized N2—emergency basis as requirement had not been foreseen. Changed control of instrument air driers to prevent oxygen peaks which caused the five 50 MW gas turbine fuel-gas feed-forward calorimeters to error. Analyzed flare load and emissions. Supervised flare study using dynamic simulator. Critical ESD situation was basis for mandatory Norwegian emissions requirements. Reviewed flow from fields into slugcatcher (conjuncted dynamic D=Spice process simulator with dynamic OLGA pipeline simulator).

Made a rigorous rating model followed by a predictive model. Designed BOG Compressor replacement, including economic analysis from running down LNG warmer and consequent boiloff increase and compressor power decrease. The 1972 plant was preparing for major new equipment replacement and rejuvenation, including complete valve replacement as well as Cooling Water Tower replacement and Main Cryogenic Heat Exchanger Replacement. The plant’s age entailed a lot of troubleshooting. In the last 6 months, completed 347 HSE (Health, Safety and Environment) action Items outstanding since 1999. Required situation analysis, coordinating management and discipline criteria and opinion, and, in many cases, design and implementation. Some items were of large scope, involving flare and relief capacity analysis. In several, coordination with Shell Global Solutions in various locations was required. Concurrently during the last 6 months, trained a particularly apt young Bruneian engineer. With my design and tutelage, he developed simulation models of the whole plant in modules, linked using VB to Excel, with an overall Plant Information System for calculating and reporting fuel gas and steam efficiencies.

Identified opportunity to increase load by over 25%, necessary for future expanded gas and crude production, analyzed equipment and controls with sequential targeted test runs, mapped into simulation, and designed controls and equipment changes to debottleneck and eliminate some serious and long-standing pressure control problems. Saved $15,000,000 projected cost from adding fin fans or additional plant. Developed best methods extant to calculate radiation and dynamic load (searched literature, then programmed methods). Enabled shut down of ground flares and elimination of burn pit and saving $1,500,000 for ground flare line replacement. Identified opportunity to extract isomers form NGL for Motor Gasoline blending. Performed blending calculations for large increase in demand expected, savings $20,000,000/yr. Analyzed methods of performing work, including use of steady state and dynamic simulation for engineering, operations reporting, operator training and production planning. Developed links to online DCS data system to simulation to reporting, developed KPI (Key Performance Indicators), and with optimization controls to KPI.

Performed a study of the existing plant blowdown and flare system. The study included dynamic simulation of critical units and analysis of all flare contributions in time, rigorous line hydraulics for low pressure high velocity flow, and flare load distribution and radiation calculations for multi-flare system. Performed a study of the fuel gas system for the revamped refinery and designed a fuel gas quality control and distribution system.
