Responsible for developing and enhancing Alternative Delivery for the Central US and Utah including Design Build, Progressive Design Build and CMAR/CMGC. Worked closely with the Regional SVP’s to identify work opportunities and potential revenue. Duties included working with DOT’s to determine upcoming projects including delivery type, strategies for winning, teaming arrangements, proposal development, interview preparation and contract negotiation. In states Volkert was not established with Alternative Delivery, met with the DOT’s Contractors and consulting firms to establish Volkert in the market. Also responsible for pursuits on the Owners side including GEC and Owner Verification Testing and Inspection. This included building internal teams for the pursuit, identifying key subcontractors, winning strategies and up front marketing. Worked extensively meeting with contractors and consultants in pursuit of Design Build work and teaming opportunities. In addition, worked closely with the marketing team developing win strategies and proposal development for conventional projects. Served as an Alternative Delivery Subject Matter Expert assisting other offices nationally in pursuits on both the Owner and Developer sides.

South Central Division Business Development Manager (September 2018-Present) Responsible for Business Development for Airport, Transportation, Water, Rail, Transit and Federal for Texas, Louisiana, Arkansas, Oklahoma and New Mexico. Responsible for ensuring client satisfaction with project delivery, quality, timeliness, and budget – from project start to project finish. Works with clients on additional work opportunities within the contract and resolve any concerns or issues that may arise during a project. Manage a group of Business Development personnel including work assignments, strategies and work with the Area Managers as an independent liaison with the Owner to discuss project issues. Duties included working with the various entities including airports, DOT’s and municipalities in the region to determine upcoming projects, type of delivery method, strategies for winning, teaming arrangements, proposal development, interview preparation and debriefs. Supports Area Managers with contract issues and project identifications. Leads the assembly of Joint Venture Teams on alternative delivery projects and builds internal teams to match project requirements. Works with proposal team for Statement of Qualification for Design Build, Construction Manager at Risk, Competitive Sealed proposals and P3. Prepare pre SOQ documentation and understand of the commercial terms. Assist in determination of projects bidding. Assist with bids as needed. Determination of potential work areas including volume and dollar value of projects.Networking with the consultant, contractor and associated clients at local and national forums.

Texas Transportation Services Lead (Regional Business Development) Responsible for Business Development in Transportation for the Gulf Coast Region(Texas, Louisiana, Arkansas, Oklahoma and New Mexico). Experience with a multitude of contract types: Planning, Construction Engineering and Inspection (CEI), PS&E, Schematic and Environmental, and General Engineering Consultant (CEC). .. Networking with the consultant , contractor and associated clients at local and national forums.. Worked with DOT’s and industry on teaming for alternative delivery projects (P3 and Design Build). Duties included identifying pursuits, strategies for winning, development of potential teaming partners and staff, determination of roles for the team, development of teaming arrangements, contract agreements, QS development, and proposal development. Served as a National subject matter expert in the areas of P3 assisting other offices nationally in pursuits on both the owner and Developer sides.

Directed the Strategic Projects Division in the absence of the Division Director until March 2016. Responsible for all statewide activities associated with the $25 billion dollar program. Oversaw all aspects of the Division. In March 2016, the Division was dissolved and I was named the Interim Division Director for the newly formed Strategic Contract Management(SCM) Division. Oversaw all aspects of the Division including organization, staffing and budget. Worked directly with Senior Administration on transition of projects to Districts and on all areas of the new Division (pre procurement, procurement, post procurement and post construction). Worked closely with Project Finance Division in determining project financial feasibility. Retired from TxDOT in August 2016

Directed the feasibility,planning, procurement and implementation of Public Private Partnership transportation improvement projects. The area included South Central Texas and all alternative delivery projects outside of the DFW and Houston SPO’s. Program included design build procurement and implementation projects with a combined value of over $4 billion of both tolled and non tolled projects. This included the continued oversight of the SH 130 CDA Concession project in the 50 year operation and maintenance phase. Managed the program with a limited 7 member staff using a variety of consultant contracts including General Engineering Consultant contracts and Independent engineering contracts. Implementation required oversight of a complex design review and quality program. Directed the quality program for all projects for the office including resolution between QC/QA and OVT and required reporting to FHWA. Worked closely with District engineers and staff in multiple Districts to implement their projects. Projects included both design-build and CDA models involving both domestic and international partners. Notable projects included the Harbor Bridge Project(Corpus Christi District), Loop 375 Project(El Paso District), US77(Corpus Christi District), Loop 1604(San Antonio District), Energy Sector Projects(San Antonio, Yoakum and Laredo Districts) and SH 71 (Austin District). In addition served as the interim CDA Program Director for the Dallas Fort Worth Area for two months.

Worked under the Assistant Executive Director overseeing the SH 130 Concession Project implementation/maintenance and working statewide on alternative delivery projects. Served as the interim CDA Program Director for the Dallas Fort Worth Area overseeing approximately $8 billion in CDA Concession and Design build projects including the DFW Connector project, North Tarrant Express Project and LBJ Express project. Assisted in setting up the Houston CDA Projects office.In addition, served on the Specification Rewrite Committee to rewrite the TxDOT Specification manual.

Started the SAMI Office including developing staffing, budget, planning and equipment for the office. SAMIO was responsible for oversight of several PS&E Consultants. Managed several professional engineers overseeing construction of $500 million in complex construction projects. Directed the environmental activities for an EIS on Lp 1604 and US 281. Served a dual role as the SH 130 Segment 5 &6 Project Manager overseeing the implementation and long term maintenance of TxDOT’s first CDA Concession Project. Coordinated proposed transportation projects with local governments and with the Bexar County Metropolitan Planning Organizations. The SAMIO was also responsible for coordination with the Alamo Regional Mobility Authority including working with them on the procurement and implementation of their first Design Build project. During this time I was also the interim Area Engineer for New Braunfels twice overseeing 6 counties
