My staff and I provided all emergency repairs and scheduled upgrades to the mechanical, electrical, and electronic systems to insure reliability, safety, economy, EPA, OSHA, and NFPA code compliance.
Us Embassy Facility Manager
While resident overseas in Third World African countries until my 2008 retirement, I directed all technical operations for multiple sites supporting as many as five US Embassies simultaneously. These responsibilities included repair, renovation, maintenance, power generation, project development, construction management, project management, contract negotiation, contract management, building commissioning, technical training of staff, development of engineering strategy, and direction of crews. I ensured that US Embassies were fully operational on a "24-7" basis, modernized to meet the changing needs of the mission, and were secure in predominantly unstable countries where civil unrest and threats against Americans were frequent, In addition, I directed all operations to ensure all residents resided and worked in technically safe environments with fully functioning communications, power, and security systems at home and work . This often required working sixteen hour days and weekends in support of fifty sites. I became a "troubleshooter" for the Department of State who would go anywhere at any time to solve the most difficult problems.
Worldwide Program Manager For Asbestos Abatement And Hazard Management
I directed six engineers and technical specialists in developing an effective customer-focused OSHA and EPA compliant program that would identified and removed hazardous asbestos in over two hundred posts overseas. I developed contract specifications and insightful program management to create a successful worldwide initiative that met all Federal legal, contractual, environmental, and security requirements. Due to its success, this effort grew to become a twelve million dollar program with projects operating simultaneously in ten countries on three continents.
Senior Buildings Manager
After completing a two year rotational assignment training program with the General Services Administration, I rose through the ranks to lead a fifty man team that managed every aspect of the State Department's Washington headquarters real property program. I had a major role in every aspect of the State Department operations, including project development, contract specification preparation for complex civil, electrical, and mechanical projects and project management. I pioneered State Department management of its operations in five separate locations with over ten thousand occupants contained in nearly three million square feet of office space. During this period, I renovated the Blair House, the President's guest house, and assisted in the project that transformed Arlington Hall Station, an abandoned US Army base, into the National Foreign Affairs Training Campus.I developed good managerial and technical teams that sustained this program after I was promoted and assumed overseas responsibilities.
Naval Officer
I was the commissioned detachment commander of a team of enlisted sailors and Marines on a number of top secret assignments involving with intelligence collection during Vietnam. The teams were so successful that we each earned special Naval Unit Commendations from the Chief of Naval Operations. I was "deep selected" for 0-3, Lieutenant, within less than two years of commissioned service.
