Frank is one of the hardest working and smarted people I've ever met, and I was extremely lucky to have him on my team at the City of Houston. What drives Frank? Some of his enthusiasm and tenacity may just be natural, but he is also simply passionate about the mission of public sector organizations and their ability to create stronger communities. When you team this motivation with his extreme technical abilities and smarts, it's easy to understand why he is able to have such an impact. Technical ability-wise: He has a background from his youth in computer science. He is not an IT guy and didn't have a desire to be one when I worked with him, but he was our secret weapon who could easily dive into a database to mine out *anything*. He had absolutely no issues understanding any of the most complex issues that were thrown at him, whether from new technologies or outdated and convoluted 25 year old systems we were still operating. On the side - outside of work - he volunteered in city sponsored "civic hackathons" to develop applications and data visualizations using city data. His product in the first competition was the first product to be implemented by the city (a city budget visualization and educational tool). His product in the second competition won the top prize and has also since been implemented (a data visualization of city 311 service requests). He has been featured in the media and by the city for these volunteer projects that would be considered high impact from a paid capacity. However, you couldn't pin Frank into an IT box. He was incredibly valuable analyzing ordinance and legal contracts (not as a lawyer - just a really smart guy who actually could read, understand and distill the content). He easily could have gone to law school had he wanted to. He was also superb in drilling into process details on Lean Six Sigma process improvement projects. He had great success helping steer our projects, identifying creative solutions to tough problems and making a positive impact on the city. In summary, Frank is awesome, and if the devil is in the details on tough projects and problems, then just bring Frank with you. The devil won't stand a chance. I endorse Frank without hesitation and would be elated to work with him again. Work with him and you'll soon write him a recommendation too!" and "I met Frank through Student Government (SG) at UF and was immediately impressed by his deep knowledge of SG and his no-nonsense attitude.
