Frank is a seasoned Security Professional with over 40 years of experience in both private and public sector security. He is a highly skilled Security Consultant and expert on penal system reforms and the intricate day-to-day operations inside America’s most dangerous prisons. Having served for over 20 years with the New York City Department of Correction, he spent most of my career inside New York City’s most perilous jails during a time of crisis in the jail system. Rising to the rank of Captain at the Department’s Maximum Security Facility, he oversaw the all facets of the facility’s operations. Additionally, Frank was a member & supervisor with the Department's Elite Emergency Services Unit. In 1996, he was appointed Executive Officer of TEAMS, a performance-based accountability management system, which he co-created. Among my accomplishments were the development and implementation of the TEAMS process, which achieved tremendous success. TEAMS was responsible for a 95% reduction in inmate violence, 77% reduction in use of force incidents, 45% reduction in overtime, 33% reduction in sick leave and a 458% increase in inmate arrests. Because of TEAMS success, I was appointed to assist Mayor Giuliani's Office with the implementation of TEAMS in 19 New York City Agencies. Under my leadership, TEAMS was the contributing factor in the successful turnaround of the New York City Department of Correction and was a finalist for the Harvard University's John F. Kennedy School of Government "Innovations in American Government" Award.In 2002, he retired from the NYC Department of Correction and joined the firm of Giuliani Partners where he served as a Senior Consultant, assisting senior management on business development and security matters including several major domestic and international projects. In 2006, he was appointed Vice President of The Kerik Group where he served as a special adviser to His Majesty the King of Jordan as well as a special advisor to the Major General for the Jordan Public Security Directorate. In addition he oversaw the Jordan Police and Prison Reform Project.Frank was with Allied Universal Security Services from 2010-2023 serving in various management roles during his tenure.Frank is currently the Vice President of Operations - NYC for Arrow Security..
