Mr. Lim determined courses of action to improve existing program administration and assuring its continuance at a high-level of efficiency and effectiveness. His data analytics and financial reports supported overall conclusions to formulate the basis for new policy initiatives, procedures and systems that applied program wide.His role as Financial Analyst was to monitor Secondary Market pooling and securitization activity involving SBA Guaranteed loans derived from both SBA 7(a) and CDC/504 programs. Frank was responsible for managing complex data sets in order to develop analytic tools, reports and analyses which identified trends and risk exposures to the Agency. He investigated and created new standardized applications in computer-based technology which applied toward day-to-day programmatic administration and operational efficacies.Furthermore, he also coordinated and liaised with other program offices within SBA on intra-agency policies and procedures, and with other federal agencies regarding interagency operating agreements affecting the SMG Program and the 7(a) Fiscal and Transfer Agent program. He lead the effort in ensuring the Agency’s due diligence standards were maintained by reviewing and evaluating the financial health and overall performance of borrowing entities. He monitored the BG Program at the Portfolio level, Bond Loan level and Secondary Loan (collateral) level to ensure participants and recipients of Federal Credit adhered to terms and conditions set forth in applicable loan and servicing agreements. Frank conducted collateral surveillance, which included collateral eligibility, asset valuation, and compliance with respect to programmatic secondary loan requirements. His role also included reporting on the financial standing of borrowing entities and designating status updates (e.g., watchlist) based upon their overall condition. He reported and briefed high ranking officials within the Department of the Treasury, other Federal agencies, third-party auditors, the Credit Review Board, and OMB regarding portfolio status updates, policy initiatives and decisions, and current and potential emerging risks to the agency.
