Performance Management Analyst, Office Of Performance & Systems Management (Opsm)
CurrentPerformance Management Analyst under the Office of Performance & Systems Management (OPSM) within the Office of Capital Access (OCA) for the U.S. Small Business Administration. As a Contracting Officer's Representative (COR), Frank serves as a contract administrator for major SBA loan programs. He plans, organizes, and directs the activities on contracts for the Agency; ensuring data and systems integration comply with legal and regulatory requirements.Mr. Lim accepts, amends, or rejects work presented by the contractor. He performs self-inspection and surveillance regarding contractor performance and ensures complete and quality resolution as defined within the scope of work for Federal Government contracts. Frank coordinates with internal and external offices, individuals, contractors, associations, lenders and vendors to successfully accomplish and evaluate the maintenance, development, and improvements toward legacy, new and proposed financial loan systems and databases handled by the contractor. As the appraiser of contractor work performance, Frank ensures consistency and reliability in contractor work deliverables and sevices to the Agency. Mr. Lim encourages contractor work performance improvements through innovation, including continuous process improvements and recommendation in develpmental needs to enhance performance. He promotes an environment in which the contractor is empowered to participate in and contribute to effective mission accomplishments serving U.S. small businesses.
