About Frank Everaarts

The second half of 2024 is an extended holiday for me, and also the prelude to an early retirement end of 2024.Sustainability and cooperation have been the common threads in my career. My last “main business” was Interreg, a programme that fosters cooperation of partners from different countries in Europe. Many people know the Erasmus programme for student exchange. Interreg is sometimes described as an Erasmus programme for organisations: it's about mutual learning and finding solutions for shared problems in different regions.The main themes of "my" Interreg programmes are linked to the EU Green Deal: renewable energy, climate adaptation (or preferably mitigation), circular economy, less pollution, sustainable transport and innovation.I have been:· Member of the monitoring committee for Interreg North-West Europe;· Member of the monitoring committee for Interact;· Wrapping up the Dutch cofinancing scheme for Interreg Two Seas;· Member of the European Network of Environmental and Managing Authorities (ENEA-MA), which aims to make sure that environmental needs can be tackled in the structural funds programmes;· Back-up for the monitoring committees of Interreg North Sea Region and Interreg Europe.We always prepare the Interreg meetings with the National Advisory Committee for Interreg, in which provinces, municipalities and water authorities are represented.Besides working on Interreg, I was (since July 2022) working as the National Communication Coordinator for all funds under the Common Provisions Regulation. The Inform EU network covers Regional Policy, Social Policy, Home Affairs, Maritime Affairs and the Recovery and Resilience Facility. More details in the Experience section. In the past I have worked on:· European transport infrastructure policy (Connecting Europe Facility, or TEN-T/CEF instrument);· The planning and control cycle as a controller in ministries, focussing on environment, housing and spatial planning;· Cooperation schemes with Central and Eastern Europe;· Financial management for International Environmental Affairs, Strategic Planning and Air Quality and Energy.People often say they like working with me because I am social, reliable and bring some humour to the meetings. National Communication Coordinator

The Common Provisions Regulation 2021-2027 is established to govern 8 EU funds whose delivery is shared with Member States and regions. Together, they represent a third of the EU budget. It provides for common rules and a more uniform approach between both the funds and the countries. New in this regulation is the requirement for Member States to appoint a National Communication Coordinator (NCC), who is also a member of the INFORM-EU network. I am happy to fill in this task as of 1 July 2022, together with the communication experts of the funds concerned. These funds are:- European Regional Development Fund (ERDF, including Interreg)- European Social Fund Plus (ESF+)- Cohesion Fund- Just Transition Fund (JTF)- European Maritime, Fisheries and Aquaculture Fund (EMFAF)- Asylum and Migration Fund (AMIF)- Internal Security Fund (ISF)- Border Management and Visa Instrument (BMVI)- and the temporary Recovery and Resilience Facility (dealing with the social and economic consequences of COVID-19).On a national level, the Working Group on Communication also covers the Common Agricultural Policy. The overall aim of establishing a NCC is of course to raise awareness of the achievements of Union funding and inform the general public accordingly.(On behalf of the Ministry of Economic Affairs and Climate.)

Team Regional DevelopmentThe work for the transnational and interregional Interreg programmes in The Netherlands is performed by The Netherlands Enterprise Agency (or RVO in short, after it’s Dutch name Rijksdienst Voor Ondernemend Nederland), on behalf of the Ministry of Infrastructure and Watermanagement. RVO is an implementing organisation for the Dutch government. It is an integral part of the Ministry of Economic Affairs. My main task is coordinating the INTERREG-work on the socalled B- en C-programmes for the Ministry and the Netherlands Enterprise Agency.Representing the Dutch government in Monitoring Committees (finance and management ánd project selection) in the Northwest Europe programme and INTERACT (and if necessary as a deputy for North Sea Region and INTERREG EUROPE), in cooperation with representatives from local and regional authorities. In 2020 I chaired the monitoring comittees for the NWE and NSR programmes 2014-2020, as well as the preparatory groups for the future programmes NWE and NSR. In 2019 I chaired the North Sea Region Steering Committee; in the first half year of 2016 the INTERREG EUROPE Monitoring Committee, in the second half year that of INTERACT, both programmes comprising all member states and some partner states.Coordinating the Dutch cofinancing of projects under the Interreg Two Seas Programme (Interreg A).Developing and implementing strategies to implement INTERREG in The Netherlands.Organising and facilitating trainings for First Level Controllers and meetings for interested project developers.Projectleader Winding Up IRMA-programme (II/C INTERREG Rhine Meuse Activities) - finalised in 2019. IRMA ran from 1994-1999, and was focused on spatial planning for flood risk management, after the huge floodings in the early nineties. Representing NL in the European Network of Environmental Authorities and Managing Authorities (ENEA-MA), an expert-group run by DG Environment and DG Regio of the European Commission.
