UC Hastings is affiliated with the University of California system, but it is a stand-alone institution with its own fiduciary board appointed by the Governor; the Chancellor & Dean functions as the CEO and reports directly to that board and not to the UC President or UC Regents. The institution neither remits money to nor receives it from the UC system, and it sets its own budget and policies. The Chancellor represents the institution in testifying before the legislature regarding its separate public appropriation. The first law school west of the Rockies and the highest-ranked independent school, its total enrollment is approximately 1000 (peak was 1600); full-time faculty approximately 75. Direct reports included Provost & Academic Dean, CFO, General Counsel, Assistant Dean for Institutional Advancement, CIO, Executive Director of Human Resources, Associate Dean for the Law Library, and Communications Director. Responsibilities encompassed entirety of the downtown campus. In 2012-13 and 2013-14, fundraising exceeded any prior years on record, with approximately $6 million raised in each year (reported by CASE standards). In 2015, $43 mil-plus allocated by Governor for Long Range Campus Plan 2.0 (includes new academic building); also single greatest sum ever committed to the school from any source.My vision for the school emphasized related ideals: skills training; Pacific Rim scope; and blending of legal skills with other disciplines, including business/entrepreneurial skills and STEM disciplines. In 2011, UC Hastings initiated strategic reduction in enrollment, receiving credit for initiating trend of reform. 25% planned decrease in tuition revenue, all faculty protected from involuntary layoffs, yet operating budget balanced consistently until spending from reserves initiated for scholarship program (through staff layoffs, including at management level).
