I needed a break. So I took one. I bought a charter boat business and am enjoying the new challenges and opportunities to deliver results daily. I've spent years working so that one day I could pull the pin and move to an island. The opportunity finally reared its head and anyone who knows me can tell you that I have no fear of pushing for something I want. So to make a long story short, I am now the Owner of FINNtastic Tours in beautiful St. Thomas, USVI. Perfect weather (except for one month or so around September). We have perfect beaches, water & scenery to go with the weather. I have hired a great crew and we are filling up the schedule quick. Technical Diagnostics Services (TDS), an industry leader for electrical testing, commissioning services, and equipment rentals, is pleased to announce the promotion of Frank J. Finnie from Site Project Manager to Director of Commissioning & Testing Services. In his new role, Mr. Finnie will be responsible for corporate management of all field and site startup & commissioning operations as well as development and provision of future TDS services to all sectors of the Power Generation Industry. Most notably, Mr. Finnie expands the TDS scope of expertise in areas of coal-fired, oil and natural gas power generation, WFGD, AQCS and power plant construction, startup & commissioning and facility operations.

Responsible for all testing and startup activities and turnover to the client.

OWNER’S STARTUP & COMMISSIONING MANAGER (November 08 –May 2009)(Xcel Energy (Fort St. Vrain Unit 5 & 6 Addition, Platteville, CO)Responsible for developing & implantation of a Site Commissioning Plan & Schedule for expedited completion and commercial operation of the project. Provide overall coordination and execution of final construction & commissioning activities by the EPC Contractor & sub contractors, GE Technical Advisors and others associated with the construction & startup of two GE 7FA Combustion Turbines operating in a simple cycle configuration. OWNER’S COMMISSIONING MANAGER (June 08 – November 2008(Hovensa, LLC (Hovensa Oil Refinery St. Croix, US Virgin Islands)Responsible for the representing and advising the Owner, during coordination and execution of final construction & commissioning activities by the EPC Contractor & sub contractors, GE Technical Advisors and others associated with the construction & startup of a 23 MW GE MS5001 cogeneration unit providing electric and Refinery Process Steam. OWNER’S COMMISSIONING MANAGER (September 07 – June 08)(Sierra Pacific Power Company (SPPC Tracy Combined Cycle Project Sparks, NV)Contract Employment. Responsible for the representing and advising the Owner, during coordination and execution of final construction & commissioning activities by the EPC Contractor & sub contractors, GE Technical Advisors and others associated with the construction & startup of a 550 MW GE 7FA 2 on 1 combined cycle facility with an Air Cooled Condenser. OWNER’S SITE MANAGER – COMMISSIONING (July 07 – September 07)DMJM Harris, PGE & UEI (CMEEC Pierce Re-Powering Project, Wallingford, CT)Contract Employment. Responsible for the representing and advising the Owner, during coordination and execution of overall activities by the EPC Contractor & sub contractors, GE Technical Advisors and others associated with the construction & startup of an 85 MW GE 7EA simple cycle facility with dual fuel capability.
