    I started as a system developer working on POS software but soon took a promotion to become the head of IT. For more than seventeen years I have been trying to work within the limited resources to bring automation and technology to a department that had, when I started, only a few PCs and no network, and did most of its technological work on an old Data General minicomputer with dumb terminals.Along the way, I brought the department into the era of PCs, smart phones, networks, the Internet, the World Wide Web, and enterprise software. I've implemented a number of large projects, including migrating our legacy COBOL software to a Unix system, and several phases of the project to replace it with modern, best in class, enterprise software, including a warehouse management system, links to a statewide financial system, and at present, work on an ERP and POS system.At the same time, since we're a small department, I do everyday work like troubleshooting computers, running cable, setting up user accounts, and maintaining web pages. I also have done most of the coding on our retail POS system, as well as some PC and Unix programming as needed.In this position I supervise an IT section whose size has ranged from 3 to 5 people.

    Northern Counties Health Care was a non-profit health care provider which operated five health centers and an extensive home health operation in northeastern Vermont. While in this position, I coordinated and supervised all computer and information system operations for NCHC.I wrote policy documents, budgets and spending justifications, long-term strategic plans, standards documents, and contract requirements. I evaluated contract submissions for support services and other requirements, then dealt with billing, problems, and contract compliance. I did extensive system analysis, both of work flow and data flow, to ensure both efficient operation and compliance with accounting, auditing, and reporting regulations (which are very strict and extensive in the case of non-profit medical care, often billed to insurance companies, Medicare, etc.). These designs were then implemented, either by me or by our contractors.In addition, I provided support for the users of all the computer systems, including the highly vertical applications for the medical field as well as the more standard office functions of networking, e*mail, word processing, statistical analysis, etc. I maintained and administered several networks; evaluated, purchased, installed, and maintained software and hardware; and designed a series of instructional seminars to increase user awareness of computers and their use. In several cases an analysis of the work flow of a certain process led to the use of "canned" software which I evaluated, purchased, and set up for the purpose, but in some cases, I designed and implemented the software myself.

    The Juneau School District is a medium-sized district serving approximately 6000 students in a geographically disperse area (ranging almost 60 miles end to end) with nine schools and two office sites. I coordinated and supported all microcomputer-related operations of the districtIn addition to technical support, I was responsible for setting strategic goals and a future vision for the district's information systems. I drafted the formal specifications, long-term plan, and standards documents for a proposed wide-area network.I analyzed the work flow of a number of agencies within the district, then recommended methods of automating their operations. This led to a more detailed analysis of work flow and data flow, system design, and implementation. The high school counseling system (with its need for confidentiality), the RALLY day care system (and all its associated accounting and statistics), a middle school library, and the high school's extracurricular activities tracking and cash collection, amongst others, were moved from a completely manual process (the agencies didn't even own computers in most cases) to a completely automated one, improving both efficiency and the ability to provide statistics for the purpose of strategic planning. In some of these projects, I evaluated "canned" software and then purchased and installed hardware and software; in others, we developed our own applications, for microcomputers and the AS/400 (most often, for both working together), then wrote user documentation and taught classes for future users of the software.During the summer, Christmas break, and spring break, we would bring on some recurring temporary workers to complete projects (which could only be done when school was out). I supervised these employees, set priorities, assigned duties, and coordinated activities to meet tight deadlines. These projects ranged from running cable to writing programs.

    My employment began as general clerical support for the Department of Corrections. Along with clerical duties, I was called on to do some statistical analysis and a number of database designs, due to my computer skills. These included databases for tracking child support enforcement, prison population trends, tax information for felons, and personnel actions, among others. As a result of this, in August of 1990 I was reclassified into the Personnel section in the background investigation unit. Changes in legal requirements for background investigations had more than quadrupled the amount of work that had to be done before eligible applicants could be interviewed, yet had reduced the amount of time available to do them in by a factor of two. I did a detailed analysis of work and data flow, then designed a new procedure, coordinating the activities of myself and several others in the office, to get the process completed on time and with a higher accuracy than had been done before. This procedure included both computerized automation (using databases and applications I designed and wrote), and changes to office procedures. I also rewrote the documentation, both internal and external, as well as the forms, letters, and other documents, used to perform the investigations. Not only was the department able to consistently meet all deadlines, but it was even able to leave two vacated positions vacant without impairing these operations, including the position I left empty when I accepted a job with the Juneau School District which was more in line with my skills and goals.
