Responsibilities were to conduct research and analysis of NGB activities and interagency relationship with the Federal Emergency Management Agency (FEMA) regarding the Emergency Support Function (ESF) Leadership Group, providing guidance to NG-J55 staff members regarding the Joint Capabilities Assessment Development Process (JCADP) and the Domestic Capability Priorities process, and to assist with the Air Movement Planning of emergency equipment, supplies and personnel during natural or man-made disasters within the 54 States, Territories and the District of Columbia.

Develops an interagency network to define and streamline information flow during emergency operations to include but not limited to the NG Advisors and LNOs at other agencies and DoD assignments. Will integrate this plan for efficient information flow during National Level Exercises or real-world disasters. Develops the National Guard Bureau Liaison Officer training program, to include; (1) comprehensive study and analysis to determine the National Guard Bureau Liaison Officer training program requirements, (2) develops modular program of instruction suitable for the training of liaison officers from and to the National Guard Bureau, (3) develops the NGB LNO Personnel Management processes, (4) develops NGB LNO Regulation and (5) conducts annual review and periodic update of the Regulation. Conducts comprehensive reviews of joint, interagency and intergovernmental policy and guidance for applicability to the NGB and provide recommendations for compliance / consolidated summary with recommendations on the way ahead for NGB-J5 Interagency. Participates on joint planning groups, teams, adaptive battle staffs, and committees at NGB, interagency, OSD and Combatant Command level. And lastly, provides National Guard analysis for input into interagency and DoD policy, strategic plans, and publications.

Leads Domestic Operations requirements planning, strategic outreach and partnering for Air National Guard (ANG) Readiness Center Chief of Operations (A3). Facilitates and coordinates the organizations cross functional domestic operations Integrated Planning Team for ANG Operations (A3) and leads the ANG Domestic Planning and Shared Situational Awareness (SSA) Tiger Team supporting the SSA Champion for the Chief, National Guard Bureau.

Develops Strategic Partnering and Homeland Response Capability and Security Defense and Readiness.

Advised the Requirements Planning Directorate on the State's disaster response / man-made event capability shortfalls, and established domestic response requirements documents which identified specific needs and researched what specific equipment solutions could fill the void. In 2010, the required needs reached $590M and in 2011 reached $697M. The maturing of the position led the parent organization to create the position just moved into in September 2011, to focus on all National Guard Civil Support requirements across the entire Air National Guard and will create collaborative venues to team with the Army National Guard to create the United States National Guard enterprise solutions to support all natural and man-made disasters.

Responsible for leading Domestic Operations and Civil Support Strategic Requirement Planning (NGB/A5) and Programming (NGB/A8) for the Air National Guard Readiness Center. Created the Air National Guard (ANG) Domestic Operations Equipment Requirements (DOERs) identification process (in 2009) in support of the 54 States, Territories and District of Columbia. The ANG process resulted in providing over $140M in domestic operations equipment, for State responses to natural and man-made disasters, over the last four years.

Created the first-even Air National Guard Domestic Operations Equipment Requirements (DOERs) Conference and DOERs Requirements Book in both 2010 and 2011. The success of this process as seen by the National Guard of the 54 States, Territories and the District of Columbia, the United States Congress, and the National Guard Association of the United States, which led to the establishment of the first-even Army and Air National Guard Joint Domestic Operations Equipment Requirements (J-DOERs) Conference and Requirements Book. In the strategic communications and outreach area, teamed with a high-power team to collaborate with over 270 local, state and federal departments and agencies to communicate the capabilities of the National Guard in over 3,300 communities, in order to follow the Federal Emergency Management Agencies (FEMA) Whole Communities planning construct and create synergy across all local, state and federal entities.
