About Frank L Eichler, Pe

Frank L. Eichler, PE | Oil & Gas Senior Program Director ⌨ FrankLEichler@aol.com ☎ 310-383-4383 I manage Engineering, Procurement & Construction Management (EPCm) of Oil and Gas (upstream, midstream, and downstream) projects worldwide. What motivates me is writing a short concept outline and then turning it into a completed project on time & within budget with ZERO safety or quality problems.I have a knack for lateral thinking. Rather than just doing a program or project “the way it has always been done”, I continuously look for problems, then figure out how to turn those problems into opportunities to improve the design to eliminate single rigid sequential workflows and turn them into multiple parallel workflows that take less time and money. For example, I always try to engage the Owner's Program Director to identify and get all LLT equipment & materials on order as part of the FEED Stage Gate approval process. I also suggest providing bypass lines around LLT process units with removable Lock-O-Ring mounted bypass valves so that if any item is late, the facility can still function without it, plus be capable of installing it while the rest of the facility is operating, and switch over on the fly without a shutdown. There are only 4 basic measures of a project, and my approach is to follow them all no matter what:Safety – ZERO serious injuries or fatalities on over 250 programs & projects worldwide.Quality – ZERO serious quality incidents on over 250 Programs & projects worldwide.On-Time – It is important that programs finish on time to make income, repay loans, raise share prices.On-Budget – Keep programs on/under budget, anticipate/adapt to inevitable changes in scope and schedule.Do whatever it takes to “plan the work, work the plan, watch for changes, adapt & finish as promised.” I have managed 250+ programs & projects of varying sizes: 150+ small $1 - $10 million; 75+ medium $10 - $100 million; 16 large $100-$900 million; and 10 mega-size $1 - $24 billion; for Owners, Engineers and Contractors (so I know the contracting triangle from all 3 sides). These programs & projects have been mainly in Oil & Gas with some Backup Power: 136+ Oil/Gas Production Plants; 100s of drill sites; 18,260+mi-29,216+km of Pipelines on & offshore; 75+ pump stations; 25+ compressor stations; 100s of meter stations; 11 Terminals (marine, pipeline, rail, truck); 3 Underground Storage Facilities; 6 Refineries; 30 Turnarounds; Gas Plant. CoGen Power Plants (GTC / WHRSG / STG); 150+ Diesel Power Plants (fuel: natural gas, diesel or crude); 300+remote Solar Arrays.

Listed skills include Epc, Pipelines, Gas, Piping, and 44 others.
