I currently manage 25 full-time and part-time employees and provide financial and personnel support for the Constitutional Officers. I am the personnel officer and have successfully completed a transition in our health care plan that increased benefits, reduced county and employee costs, and increased participation levels. Financially, I remain involved in the process to include monthly reconciliation, Commission reports, creating policy and procedures, and budgeting. The Commission has adopted a classification and compensation plan to define position requirements and provides regionally competitive salaries. Serving as the first County Manager, I continue to engage the public on local government and our daily operational capabilities. Being in a TIA region I also negotiate the priority road projects, make recommendations to the Commission, and provide County oversite on construction projects. I have also become increasingly involved with the Development Authority by representing them in regional meetings and participating in negotiations with potential industrial clients to ensure both the developer and community needs are met with the goal of local job creation. I provided the oversite for the final year of $2.5 million renovation of the historic courthouse and have led the efforts to reoccupy the facility as a Welcome Center and government offices. As the first County Manager, I engaged with the public to address the evolving role of the County’s council/manager form of government. I also handle the CDBG grant for road construction, reviewed our solid waste contractor, updated the Airport plans, and evaluate construction and financing options for a need well and treatment plant in the north end of the County. In support of that I prepared cost of service studies to ensure Council had accurate data to assess user fees and evaluate appropriate transfers to the general fund. Oversaw the construction of a $600,000 new airport terminal, from conception through dedication, using Department of Transportation and other state funding sources. Managed the adoption of the first classification and salary study done in over ten years, which was the first time that all employees had a position description to which they were held accountable. I led efforts to get the municipal golf course employees to buy into the goals of providing a public service and balancing that with the need to reduce the City’s financial supplement to run the operation; including upgrading carts and irrigation systems, empowering employees to find new ways of attracting paying rounds, and reducing costs. Resolved numerous existing environmental violations and also opened a dialog with the Georgia Environmental Protection Division on areas of joint interest. Show less

Successfully applied for grants and completed water and sewer extensions and upgrades, road construction and improvements, and downtown landscaping and lighting projects. Actively pursued grants for a new city park, a new fire station, and a historic theater renovation. Worked with a contractor to provide community recreation needs to include a community swimming pool. Oversaw planning and construction of a 4,000 sq. ft. Public Works facility. I engaged in human resources management issues on a daily basis to include workers compensation claims, evaluations, job descriptions, pay rates, benefit packages, and HIPPA requirements. Worked with the City Clerk to ensure accounts payable and receivable were monitored and departments stayed within budget.
