Franklin also supported the Dominican Republic – Central America – United States Free Trade Agreement (CAFTA-DR) through his efforts with Guatemala, Nicaragua, and Chile and he provided leadership in support of the Governments of Honduras and El Salvador in dealing with significant spills, understanding the potential impact of spills on delicate ecosystems, and understanding the path to restoration.

For the last eight years, Franklin’s program has served the people and the communities of the southeastern United States. He is recognized regionally and nationally for sustained excellence in protecting human health and the environment, responding rapidly and comprehensively to address environmental emergencies and cleanup at hazardous waste sites. Under his leadership, his program’s effectiveness has been built on a foundation of authentic community engagement, scientific and enforcement excellence, fiscal responsibility, and a robust partnership network; states, tribes, local governments, public and private sector organizations, and other federal agencies. Through his efforts, more than 59 million citizens in the eight southeastern states live, work and play in healthy, clean environments. He was appointed to the Senior Executive Service (SES) in 2007 and has been awarded for sustained superior performance, dedication to public service, exemplary leadership, and commitment to making a visible difference in vulnerable communities throughout the southeast. Franklin effectively administers a highly successful program in a vastly diverse environmental, economical, industrial, and social region of the country, one in which EPA’s mission can at times be quite controversial.
