Franklin E. Hill serves as Director of the U.S. Environmental Protection Agency (EPA), Region 4’s Superfund Program in Atlanta, Georgia. For the last eight years, Franklin’s program has served the people and the communities of the southeastern United States. He is recognized regionally and nationally for sustained excellence in protecting human health and the environment, responding rapidly and comprehensively to address environmental emergencies and cleanup at hazardous waste sites. Under his leadership, his program’s effectiveness has been built on a foundation of authentic community engagement, scientific and enforcement excellence, fiscal responsibility, and a robust partnership network; states, tribes, local governments, public and private sector organizations, and other federal agencies. Through his efforts, more than 59 million citizens in the eight southeastern states live, work and play in healthy, clean environments. He was appointed to the Senior Executive Service (SES) in 2007 and has been awarded for sustained superior performance, dedication to public service, exemplary leadership, and commitment to making a visible difference in vulnerable communities throughout the southeast. Franklin effectively administers a highly successful program in a vastly diverse environmental, economical, industrial, and social region of the country, one in which EPA’s mission can at times be quite controversial. Despite this, Franklin is recognized throughout the nation for his integrity, fairness, and broad understanding of environmental protection. He is deeply respected by leaders throughout government and the private sector for his candor and ability to bring people together in collaborative efforts. Both environmental advocates and business leaders alike see him as passionate in his commitment to both the law and the science of environmental protection, energetic in pursuit of EPA’s mission, yet balanced in his approach and always willing to listen.

Provided leadership nationally on all facets of the Superfund Remedial Program, which includes the accomplishment of GPRA/ACS commitments, national budget utilization and development for FY15 & FY16, national policy and guidance on (vapor intrusion and climate change adaptation), the implementation of a new contracting paradigm, Remedial action Frame work ( RAF) and the Superfund Program Review (SPR) which will yield new innovative approaches, program effectiveness and efficiencies to the remedial clean up process. Additionally I provided national leadership and management on NPL sites, ensuring national consistency and compliance with CERCLA and the National Contingency Plan.

Served as Deputy Director of the Waste Management Division, working under the supervision of the Director in the planning, programming, and policy implementation of the technical and administrative aspects of the Regional hazardous waste programs. Acted for the Division Director during the Director’s absence. The Waste Management Division consists of seven branches and approximately 350 employees ranging from GS-4 to GS-15. As Deputy Director, I was involved with the coordination of numerous internal and external plans of a complex and interdisciplinary nature. Those plans involved engineering, chemical, biological, economic, legal, and political considerations.
