Advises and assists Directorates within the National Guard Bureau, The Adjutant Generals and their Chiefs of Staff to implement the Integrated Management System (IMS). Proper implementation of the IMS enables the senior leaders to better position their organization strategically and provide the modern management practices necessary to meet the requirements of The Government Performance Results Modernization Act of 2010 (GRPA-M 2010) and Army Reg 5-1, Management of Army Business Operations. IMS consist of four primary efforts: 1) Organizational Assessment leveraging the Baldrige Excellence Framework, 2) Business Strategy & Execution, 3) Performance Management leveraging the Army’s Strategic Management System, and 4) Continuous Process Improvement leveraging Lean and Six Sigma process improvement methodologies.

Planned, coordinated, and tracked the results of the yearly Strategic Planning Conference. Developed all read ahead packets, training materials, and “Cheat Sheet” forms to ensure all facets of the plan were complete to include methods of alignment, communication of plan, monitoring the plan and accountability of all products. Coordinated with the various J and G Staffs in developing Long, Short, and Near Term Strategic Plans for the Arkansas National Guard.

Responsible for Institutionalizing “the LEAN” method of thinking into the organization and developing a Strategic Planning Process. Established a stronger Strategic Planning Process to include accountability checks to ensure proper Alignment, Communication, Monitoring and Accountability of the Strategic Plan.

Managed continuous operational readiness of the Garrison in support of national defense initiatives and missions. Ensured that the training center was fully operational, on short notice (less than 24 hours), to support troops and units that are trained, certified, and immediately deployed for the war fight. Ensured that complex planning and scheduling of unscheduled work was accomplished to support troop mobilizations. This involved continuous, long-range, short-range and one-of-a-kind planning for unique and specialized training support. Direct support and complex coordination involved secured operations of national defense initiatives with MACOM (major commands) or higher commands. Maintained notification rosters, for call up of key personnel, for immediate operational support. Managed a variety of funds that included program management of Range and Training Program (RTLP) funds, Integrated Training Area Management (ITAM) funds, etc. Coordinated with the Directorate of Facilities Engineering for agricultural out lease funds, Military Construction (MILCON & UMI) funds, and Base Operations (BASEOPS) minor construction/ maintenance and repair funds. Ensured that these funds were brought together and expended as directed within terms of the Law or other agreements; and that sound management principles were used to assure maximum utilization of all resources in support of troop training. Communicated and performed complex coordination, inside and outside the training center, with National Guard Bureau (NGB) personnel, the commands of other MACOMs, states and their staffs, and various organizational headquarters on matters pertaining to supply and training support activities at the training center. Interacted with the local media and handled sensitive public relations problems. Responded to congressional inquiries concerning legislation that has potential impact on current and future training center operations and requirements in support of national defense missions.

(1) Provided program direction and staff leadership in the administration of a comprehensive safety, occupational health, and industrial hygiene program that encompasses a variety of high risk and hazardous operations. Planned, organized, administered and evaluated various Safety, Occupational Health and Industrial Hygiene (SOH & IH) programs involving aircraft maintenance, heavy/light equipment and vehicle maintenance, supply ammunition storage, fire prevention, range certification, combat and tactical training, and administrative activities. (2) Implemented public law mandated programs impacting a significant number of civilian and military employees working in structures used for various levels of administration, supply and maintenance functions. Analyzed psychological and physiological factors affecting safety, occupational health and industrial hygiene management to devise control measures that eliminate environmental hazards and reduce human error. (3) Planned and directed special occupational health/industrial hygiene studies based upon validated need or detected variance from established standards. Ensures SOH & IH staff visits are conducted in conformance with applicable policies, standards and criteria, and that professional support is provided to managers and supervisors for the elimination or control of unsafe conditions and environmental factors. (4) Evaluated and analyzed accident frequency, cause data, accident reports, safety survey reports, unit operations, and other activities having a direct impact on accident prevention, and directed countermeasure programs to correct unsafe procedures or conditions. Developed procedures to evaluate the effectiveness of countermeasure programs. Coordinated hazard abatement issues with key staff personnel and appropriate agencies.

Principle official for all personnel and administrative matters for the Arkansas Army National Guard. Provide personnel management and overall administrative program management for the Arkansas National Guard. Manage multiple personnel functions and systems which supports the Army's Personnel Management Systems. Provide guidance and assistance to personnel in the state to process personnel actions. Manage personnel management related special projects, administrative boards and mobilization activities. Oversee the Personnel Actions/Mobilization Branch, Personnel Services Branch, Education Services and Casualty Operations for the Arkansas Army National Guard

The State Surgeon's fulltime representative and principle fulltime medical advisor for the Adjutant General of Arkansas. Plans, coordinates, directs and implements the medical readiness programs for the Arkansas Army National Guard. Develops and issues guidance as necessary to the medical units within the Arkansas Army National Guard. Manages funds budgeted for medical readiness programs to include salaries and logistical requirements. Responsible for the command health programs, medical and dental aspects of mobilizations and deployments, medical education of providers, medical sustainment and proficiency training.

The Financial Management Division is responsible for all budget and execution matters for the Arkansas Army National Guard. Fiscal responsibilities include budget, accounting, military and civilian payroll, travel voucher processing, internal and management controls, and vendor/commercial payments.
