Franklin De Vrieze is the Senior Governance Adviser at the Westminster Foundation for Democracy (WFD) in London. He conducts research and develops implementation tools on new and innovative themes for parliamentary programming, such as Post-Legislative Scrutiny (ex-post evaluation of implementation of legislation) and parliament’s interaction with independent oversight institutions, among others.Franklin De Vrieze has worked on governance issues for 20 years. Prior to WFD, he has worked for the United Nations Development Programme (UNDP), Inter-Parliamentary Union (IPU), Organization for Security and Cooperation in Europe (OSCE), European Union (EU), Swiss Development Cooperation (SDC), National Democratic Institute (NDI) and other organizations.

Franklin De Vrieze (1967, Belgium) is an international consultant in parliamentary development and governance. He has worked on governance issues for 20 years. He has been leading parliamentary identification, formulation and evaluation missions in East Europe, South East Asia, Pacific, Africa and the Caribbean. He has conducted functional review and institutional capacities assessments of parliament. He has been working on policy issues relevant to the legislative, oversight and representative functions of parliament. He is the author of the 2015 European Commission studies on parliamentary cooperation and on indicators for political party programming. - Contribution to knowledge management and coordination in parliamentary development, including inputs to comparative experiences and lessons learned at regional and global level. - Provision of technical advice to the global Parliamentary Development Web portal AGORA, and Global Parliamentary Report (with IPU);- Leading identification, formulation and evaluation missions of parliamentary development programs - Managing of the UNDP Global Programme for Parliamentary Strengthening (GPPS) and ensuring responsibility for the overall design, management, implementation, monitoring and reporting of the global, regional and national components:> Formulated and designed program components and their implementation strategy;> Prepared project work plans and budgets; ToRs and personnel evaluations;> Supervised program implementation for the Arab regional program, the West Africa regional program, the national program in Lebanon, Algeria, Mauritania and Niger, and global programs initiated from New York and Brussels;- Developed and implemented a strong advocacy role for democratic governance, including resource mobilization. - Supported the UNDP-European Commission Electoral Assistance Joint Task Force (JTF).

- Consolidated OSCE Mission in Kosovo policy on parliamentary assistance, covering the induction programs for newly elected MPs, revision of parliamentary Rules of Procedure, review of draft legislation by Committees, parliamentary oversight over government including monitoring the implementation of legislation, strengthening of functioning of parliamentary groups, the development of inter-parliamentary contacts.- Managed and coached OSCE's Central Assembly Unit and ensured quality control of implemented programs; provided leadership in strategic planning, result-based management and reporting. - Continued to co-ordinate the technical assistance, capacity building and democratization programs of all actors in the international community with the Assembly of Kosovo under the umbrella of the "Assembly Support Initiative" (ASI), coordinated with other OSCE Missions in South East Europe and regularly liaised with European Parliament and NATO Parliamentary Assembly; - Oversaw and coached OSCE’s team assisting political parties on parties’ profilization and internal party democratization;- Contributed to Technical Assessments on Standards Implementation, liaised with Kosovo's Provisional Institutions of Self-Government (PISG) and provided political and policy advice to international community representatives; - Oversaw and coached OSCE’s negotiating skills technical assistance program for Kosovo status talks, with Fletcher School for International Law & Diplomacy (USA); - Assisted the Kosovo Constitutional Commission and advised the development of the constitutional process together with UNOSEK, the Planning Team of the International Civilian Office (ICO-PT), EU, USAID and US Office in Pristina.

- Established and coordinated the "Assembly Support Initiative" (ASI) as the OSCE-led coordination body of all capacity building programs with the Assembly of Kosovo;- Advised the Assembly of Kosovo, its structures and the legislative process of the PISG, facilitated interaction with independent institutions; - Designed and implemented a wide range of projects in areas good governance, transparency, legislative review, public administration;- Liaison with the Provisional Institutions of Self-Government (PISG) with the aim of strengthening the institutions;- Provided technical advice on draft legislation on free access to public information, on anti-discrimination and on anti-corruption; - Published ASI Newsletter, Kosovo’s parliamentary magazine over 6 years, 31 editions in 4 languages.

- Political analysis and human rights monitoring related to developments in ex-Yugoslavia, including regular field visits to Kosovo and Serbia as of 1994;- Head of international conflict prevention and mediation team facilitating dialogue between Kosovo-Albanian and Serbian political parties and NGOs (1995-1999);- Research, advocacy and strategy development with the Belgian branch of the International Campaign to Ban Landmines and the Campaign on Small Arms and Light Weapons; Input to the “Oslo-process” leading to an international agreement to ban anti-personal mines, with the International Campaign to Ban Landmines (ICBL). - Founding member of the International Action Network on Small Arms (IANSA), and raised the issue in Benelux countries;- Coordination of publications on conflict prevention and human rights.
