• Established Forward Deployed Naval Forces Cryptologic Carry On Program (CCOP) training footprint responsible for 16 naval vessels in the Forward Deployed Naval Forces (FDNF) and Western Pacific Areas of Responsibility (AOR).• Technical expert responsible for training and guidance on CORSAIR, RED FALCON, and TURBULENT WAVE CCOP systems. Also experienced on utilizing PEGASUS virtual trainer.• Provided training to Direct Support and ship-assigned Sailors on CCOP systems as well as provided distance support to deployed forces.• Provided technical guidance allowing Navy Information Operations Command, Yokosuka, to acquire all necessary CCOP equipment to establish a future training classroom/laboratory in accordance with a 10th Fleet Inspector General inspection directive.• Attended fleet level conferences to ensure company was up to date on customer needs.

Three years leading six subordinate Navy Combined Task Forces (CTFs) of 34 collection platforms and 650 Sailors in collecting 54.5 million signals, generating 405,700 tactical threat warning reports to warfare commanders and national level decision makers. Validated 1,600 augmentation requests for ships requiring additional mission personnel on deployments. Led Fleet Maritime Intelligence Center (MIC) cryptologic watchstanders analyzing 144,000 tactical reports, 18,000 national level intelligence reports, processing of 324 million ELINT data points, and combined to plot 208,000 target positions to provide critical fleet Indications & Warnings. Team created 16,000 briefing slides. Extensive leadership experience with IC collection operations, intelligence reporting, team management, resource management, geospatial analysis, quality assurance, written and oral communication and briefing skills.

- Led cryptologic operations for exercise RIMPAC-14.- Utilizing Pacific Fleet Intelligence Federation (PFIF) standards, led first aircraft carrier Supplemental Plot team to conduct simultaneous real world cryptologic operations in 3rd and 7th Fleets.

- Ranked #1 of 11 COMPHIBRON ELEVEN Staff Chiefs.- Led a deployed cryptologic team that earned unprecedented 19 Navy Achievement Medals and two SEVENTHFLT Cryptologic Ship of the Quarter awards. Received Navy Achievement Medal for outstanding leadership of team during the deployment.

- Maximized short patrol schedule by having 1,132 hours of training conducted with 48 Navy qualifications earned by team.

- Led and managed cryptologic operations for a Navy Amphibious Readiness Group and other cryptologic ships as assigned by Expeditionary Strike Group FIVE. - Responding to a collection gap opportunity, led first successful designation of a ship to acquire national SIGINT tasking authority to maximize utilization of new collection system via access to raw intelligence traffic databases. Official praise received from three Admirals (COMFIFTHFLT, COMEXSTRIKGRU FIVE, and Deputy, TENTHFLT).- Team lead awarded Commander, Amphibious Squadron ONE spot Navy Achievement Medal for work directly resulting in hostages being freed from a merchant vessel that had been hijacked by pirates in the Arabian Gulf. Senior Chief Migliaccio’s ability to leverage intelligence material in unique ways allowed his team lead to think outside the box and use intelligence methods in a way that would not have normally resulted in such a direct and successful intervention.- Filled critical leadership gap as SSES Operations LCPO, led daily collection efforts of 14 Sailors in addition to ACRC duties leading 11 other Direct Support Sailors during Western Pacific deployment with eight total Navy Achievement Medals awarded.- Personally awarded Commander, Amphibious Squadron ONE Navy Commendation Medal.- USS BOXER awarded a Meritorious Unit Commendation (MUC) with a significant contribution to that award coming from the team successes that Senior Chief Migliaccio led.

- Led team of eight Cryptologic Technician (Network) (CTNs) and 2 CTRs in development of sophisticated cyber analysis tools.- Managed overall manning for command of 400 Sailors spread across 16 separate Unit Identification Codes (UICs), or funding lines.

Worked for Joint Composite CREW Squadron-1. Assigned to 6-8 Cavalry and 1-5 Field Artillery maintaining CREW systems for C-RCIED.

Worked for Joint Composite CREW Squadron-1. Assigned to 1-86 Signal Battalion and Regional Support Office Baghdad maintaining CREW systems for C-RCIED. Participated in theater wide upgrade of all CREW systems performing 20-30 vehicle system upgrades daily over a four month period.

- Non-Morse Cryptologic Afloat course instructor. Instructor for non-morse signals analysis course to ship cryptologic SSES teams. Taught signals analysis fundamentals and utilization of analytic software systems to identify and decode signals. - Reviewed curriculum for accuracy and recommended changes to keep course materials relevant.- Designed first excel tracker for all instructor hours. - Managed first major course overhaul in a decade for four Navy Cryptologic Afloat Courses and transfer of two over to CBT format.- Navy Region Southwest Sexual Assault Victim Advocate of the Year for 2002.
