Board Chair of the Kenya Health Human Resource Advisory Council, the Kenyan State Corporation that coordinates all policy matters related to human resource for health, including training, apprenticeship and internship, management of workforce (including specialists), transfer and movement across geographies, policy matters on welfare and schemes of service (supporting the Public Service commission and County Boards) and policy matters around maintaining lists of the health workforce among other functions.

Selected projects:-Ministry of Health/PATH – Laboratory specimen referral system.Lead consultant in the development of an integrated laboratory specimen referral system for Kenya to support sample referral and the fight against antimicrobial resistance.-Socio-Economic Impact Assessment of the Kenyan Government’s Managed Equipment Service-Bill and Melinda Gates – Describing the socio-economic profile of clients visiting private providers-Kenyatta National Hospital (Clinical Risk Audit, Operations Management Review) - Supported a risk-assessment and operations performance review for the Kenyatta National Hospital (KNH), following a series of medical errors, including wrong-head surgery. -Ministry of Health/UNICEF Kenya: The Kenya Community Health Services Policy - Designed and led the situational analysis of the Kenya community health services and supported the development of the first Community Health Policy for Kenya. -UKAID/DFID/PSP4H, Kenya Pharmaceutical Market Assessment-World Health Organization (WHO - AHPSR) - Supported a WHO multi-country project that sought to map and describe public and private primary healthcare systems in low- and middle-income countries. Led the Kenya health system assessment.Global Fund: Supply Chain Strategy - Supported the development of the GFATM procurement and supply chain strategy for recipient countries, including leading a situational analysis to describe the distribution chain for artemisinin combination therapies (ACTs) as part of the Global Fund’s strategy for expanding access to essential drugs among the poor.-The UN (UNICEF): Supported a UNICEF-funded benefit-incidence analysis (BIA) study to describe health spending in Uganda, Rwanda, Malawi and Madagascar, to inform respective governments on targeting subsidies to the poor.

-Supporting the research and impact evaluations for MOH and World Bank supported policy reforms, including strengthening professional practice and regulation, improving service delivery, operations and quality, and promoting public and private collaboration.-Coordinated (on behalf of the World Bank), the healthcare regulation and quality management reforms in Kenya, that resulted in the joint health inspections (JHI) system and the Kenya Quality Model for Health (KQMH) standards. Achievements also included leading the implementation of the Kenya Patient Safety Impact Evaluation, the largest randomized trial of patient safety in the world.-Led the development of the first ever Kenya Health Public Private Partnership Strategy, and an accompanying Resource Guide (with a toolkit). This was a joint initiative between the Ministry of Health, Council of Governors, the World Bank Group and the SDG Partnership Platform.-Providing technical assistance to MOH on strengthening professional practice through better regulation and incentives for compliance, including performance-based strategies.

Served as research lead for Aidspan, an independent Global Fund Observer, leading research and analyses on the Global Fund across more than 130 countries. Roles/achievements included:Served as Academic Director for the Strathmore Institute of Healthcare Management for five years. Roles included:-Developed the Aidspan Research Strategy-Recruitment of international research consultants to support analyses of Global Fund programs.-Led research activities across more than over 130 Global Fund supported countries. • Spent six years doing research to investigate how the market regulation of health services works and how it can be strengthened by borrowing tools and methods used in regulating non-health markets. Included developing new models based on risk-based and responsive regulation. The framework has since been adopted by Kenya as part of broader regulatory reforms. The new regulatory system is presently being scaled-up nationally to support the universal health coverage goal of ensuring quality and safe services. I sit on the technical committee that is applying the model to scale-up regulatory reforms. Achievements/publications included:
