About Frank Wafula

I see Africa trying to develop along trajectories similar to those followed by wealthier countries centuries ago. Learning from others is good. Copying, not so good. Context matters. Africa must look within. What defines Africa? Community. Togetherness. Cohesion. Enterprise. Shared responsibility. And shared prosperity. My desire is to see our entrepreneurs establishing purposes that align with public objectives, our innovators driving change within cohesive and empathetic ecosystems, and our leadership providing the necessary direction, helping to nurture and scale the most promising ideas and solutions. Above all else, I desire an Africa where community members co-develop solutions and guide policy, entrepreneurs and practitioners on what they need and how they can deliver.

Led the Kenya health system assessment.Global Fund: Supply Chain Strategy - Supported the development of the GFATM procurement and supply chain strategy for recipient countries, including leading a situational analysis to describe the distribution chain for artemisinin combination therapies (ACTs) as part of the Global Fund’s strategy for expanding access to essential drugs among the poor.-The UN (UNICEF): Supported a UNICEF-funded benefit-incidence analysis (BIA) study to describe health spending in Uganda, Rwanda, Malawi and Madagascar, to inform respective governments on targeting subsidies to the poor.

    -Supporting the research and impact evaluations for MOH and World Bank supported policy reforms, including strengthening professional practice and regulation, improving service delivery, operations and quality, and promoting public and private collaboration.-Coordinated (on behalf of the World Bank), the healthcare regulation and quality management reforms in Kenya, that resulted in the joint health inspections (JHI) system and the Kenya Quality Model for Health (KQMH) standards. Achievements also included leading the implementation of the Kenya Patient Safety Impact Evaluation, the largest randomized trial of patient safety in the world.-Led the development of the first ever Kenya Health Public Private Partnership Strategy, and an accompanying Resource Guide (with a toolkit). This was a joint initiative between the Ministry of Health, Council of Governors, the World Bank Group and the SDG Partnership Platform.-Providing technical assistance to MOH on strengthening professional practice through better regulation and incentives for compliance, including performance-based strategies.

The new regulatory system is presently being scaled-up nationally to support the universal health coverage goal of ensuring quality and safe services.
