Program Support Assistant for the Department of Veterans Affairs, Washington D.C. Infrastructure Division. Contracted to the State of Louisiana for Curriculum Development, Trainer, and Technical Writing as part of the Louisiana Department of Economic Development (FastStart Program). Assesses training needs, develops industry training from SOPs to complete training packages for companies throughout the State of Louisiana.

• Responsible for development and interpretation of functional requirements utilizing Unified Modeling Language and the Rational Unified Process.
• Interviewed current system users for redesign of the Total Force Manpower Management System redesign.
• Integrated Business and System Use Cases and Legacy System information into a viable migration/segmentation plan for use with a Commercial-Off-The-Shelf (COTS) HR Software Application (PeopleSoft).
• Developed functional area process and data models for use in designing and building integrated database software and database management systems.

• Managed training facility for national headquarters staff supporting 75,000 reserve and 13,000 full-time support personnel. Responsible for the implementation of web-based training and training documentation system.
• Developed automated training and training plans to allow individual Navy personnel to support the products. Supervised the transfer of data from legacy systems to new systems.
• Analyzed and coordinated training requirements for all personnel at 182 regional training facilities. Ensured training requirements met Department of the Navy standards.
• Evaluated and improved training reporting systems to ensure force readiness goals were being met through the performance of existing training. Identified training shortfalls based upon input from reporting systems.
• Oversight of course curricula and instructor evaluations for 7 courses offered at the Naval Reserve Professional Development Center, the national training facility for the Naval Reserve. Evaluated the currency and.
• Identified training requirements and supervised the creation of courseware for 2 new systems and the follow-on system to the principal reserve training system.

Responsible for developing course curriculum and provided such instruction to adult students on the subject of medical terminology. The course was provided to students in a community college setting.

• Responsible for administrative support of 150 aviation personnel. Additionally responsible for the administrative support of 250 reservists on active duty for training.
• Served as Academic Advisor for the command’s Program for Afloat College Education (PACE) by serving personnel through completion of various freshman-level college courses via interactive video and personal computer.
• Directed the implementation of all EEO and personnel professional development training (to include Microsoft Office Suite and all new employee information). Developed and implemented a training evolution based on these.
• Provided guidance to the departmental director and served on advisory committees for the leader of the organization.
• Directly responsible for the management and training of 6 personnel to include employee and instructor counseling and evaluation.

• Responsible for all administrative support for a staff of 235 aviation personnel. As Command Training Team Coordinator, coordinated and instructed EEO and professional development training along with qualifying.
• Provided guidance to and serving on advisory committees to the leader of the organization.
• Directly responsible for the management and training of 6 personnel to include employee counseling and evaluation.

• Instructor and curriculum development source for a key two-week course describing the Naval Reserve Pay and Personnel system. All development was done considering the Systems Approach to Training.
• This course taught the software needed for all pay and personnel actions needed for a Navy Human Resources Specialist. Developed the curricula per the Navy’s official training guidelines. All training was developed.
• Trained over 600 students to manage Navy Human Resources functions, such as employment, human resources management, benefits, compensation, training/development, organization, salary, and recognition/disciplinary.
• Selected and/or developed teaching aids, such as training handbooks, demonstration models, multimedia visual aids, and reference works.
• Conducted general training sessions covering specified areas, such as new employee orientation, specific on-the-job training, apprenticeship programs, refresher training, promotional development, leadership.
• Drafted and instructed a 6 hour course on Navy Correspondence to Naval Support Activity, New Orleans civilian secretaries and supervisors.
