Partner and Director of the Property Management Department for company (formerly known as PRIZM Partners). Directed all activities of property managers and marketing personnel for this third party, Dallas based, property and asset management company.

General Manager of Villa Linda Mall. During its first nine years of operation the property had gone through annual changes in top personnel which had resulted in a poorly managed and maintained property. Stabilized staff turn-over; developed proper policies and procedures; established appropriate maintenance and marketing programs. Property was sold in the spring of 1997 along with the USA portfolio of Marathon properties.

Waco And Dallas, Texas

Founded property management company for off-shore client who owned Richland Mall in Waco as well as retail properties in Florida. Moved company to Dallas in fall 1989 as client purchased various office buildings in Dallas area. Continued to work with client in the redevelopment of properties in Fort Myers and Cape Coral, as well as remodel of office buildings in Dallas. Implemented the first cardboard recycling project for a major enclosed mall, resulting in major savings in trash management costs, and was finalist in the ICSC MAXI Awards for this project.

Relocated to Waco, Texas, as General Manager for Richland Mall.

Colony Square, Atlanta, Georgia

Director of Public Relations for mid-town mix-use project, (Carter was third party manager for Prudential). Handled all publicity and tenant relations for the major renovation of the property; organized the Grand re-opening including exhibition of sculpture by Arnaldo Pomodoro at Colony Square and Georgia State University. Organized various charitable black-tie events in the common area. Implemented a monthly poster competition promoting concerts for the Atlanta Symphony. Managed the retail portion of the property. Was finalist in the ICSC MAXI Awards for 1) Japanese Festival; 2) Eggleston Festival of Trees (which we started at Colony Square).

Worked at the Hoga de Niños de San Jose Orphanage in downtown La Paz; worked in the field on the Altoplano helping village woman with implementation of proper hygiene for new born babies. As a source of additional income taught an English class to business men.
