i) Provided program and technical management consultant skills to US Government (USG) clients in many aspects of project planning, program management, training, and enterprise resource planning in the Information Assurance Field. ii) Created a baseline Systems Development Lifecycle process to ensure proper oversight and management as well as establish a strong foundation to support technology transition and avoid duplicity of efforts. iii) Delivered informal training to project managers at client site on new methodologies in systems engineering and project management. iv) As a Portfolio Manager, enabled/enhanced the development of new cyber capabilities and enhanced USG clients exposure and awareness across the cyber/intelligence community. v) Implemented new procedures, processes and policies that helped position the USG client as a lead enabler for the cyber security portfolio.Successfully identified USG client mission gaps and identified/secured sources of fund to support new technology development and enabled several capability enhancements in support of USG client stakeholders. vi) Drafted several national cyber policy documents, and supported new governance and policy creation for inter-agency relationships in regards to cyber response, cyber security and integrated operational response. vii) Provided Systems Engineering support to USG clients in the creation of a Business Process Management technology development pilot program; automating processes for critical cyber mission. Led efforts toward transitioning functional prototype systems into operational environment to fully support the cyber community and the USG clients stakeholdersviii) Program Manager of a multi-million contract in support of Cyber Mission Operations. Responsible to evaluate talent, oversee cost and performance as well as expand footprint of cyber developers and cloud analytics in support of time sensitive cyber tactical operations.

i) Performed operational and technical guidance and oversight of technology projects to support DOD Tactical SIGINT Missionii) As a Technology Portfolio Manager, provided overall oversight and management to Research and Development efforts, and monitored programmatic health of more than 15 projects in different Technology Focus Domains (TFD). Among them: Antennas/Receiver design, Emerging Threats and Technology Forecasting, Data Mining/Fusion and Electronics Intelligence (ELINT). iii) Adviced DOD Services Research and Development Laboratory Elements/Private industry/Academia to clearly understand DOD Services Operational/Tactical requirements and intelligence needs of Combatant Commanders (COCOM) and technical users. iv) Actively participated during technology reviews to assess duplication of efforts and to identify most-promising projects to support Warfighter needs, performed technical reviews, and evaluated technology trends in response to national intelligence requirements. v) Hosted several technical meetings, technology conferences and working groups in support to the TFDs.vi) Provided programmatic oversight for all phases of the projects within a specific TFD including Concept Development, development of technology prototype, operational evaluation and technology transition, compliance of proposals with DOD Obligations and Expenditures rates. In order to increase fidelity and value to overall program investment, vii) Implemented Systems Engineering Processes to steer technology investment. Assessed status of projects, and supported validation and testing of technology prototypes.

i) Developed functional, operational and user requirements to support the USAF RC-135 COMBAT SENT Platform. ii) Evaluated technical proposals and represented DoD and COMBAT SENT Program Management Office in interactions with corporate customers, analyzed problems to determine technical solutions, identified new and existing technologies to solve operational problems, developed test procedures to ensure conformance with specifications, delivered and validated new systems onboard the RC-135U fleet for the United States Air Force COMBAT SENT to support its mission. ii) Conducted radar systems analysis, reported and briefed results to the Intelligence Community. iii) Collaborated with industry systems designers and software engineers in the development, testing, and validation of hardware and software to upgrade current ELINT systems.iv) Collaborated with other DOD agencies in the design of new ELINT projects, provided modeling of scenarios using Satellite Tool Kit (STK) for mission planning and data analysis purposes and conducted applied research to characterize properties of waveform propagation.

i) Task lead for the Field Programmable Gate Arrays (FPGA) and Hardware Sub-Assembly design for US-Army Radar Systems.ii) Developed Concept of Operations (CONOPS) and Sub System Functional Requirements, generated and delivered Technical Report and Internal Technical Documentation for THAAD/HPD Integrated Product Team (IPT), and Monthly Status briefings for the customer. iii) Provided Hardware Systems Integration support for a US Army Radar Program by designing system wiring test procedures and generated the power/signal distribution schematics and supported system level integration.iv) Supported Radar Sub-System Research and Development, providing a COTS solution to replace current system as well as a unique designed leveraging current infrastructure by means of FPGA Design.v) Provided monitoring of product schedules, jointly working with engineers and Design Engineering on implementing proposed tasks at the Test Laboratory, monitoring hardware flow, ensuring proper operating procedures are being followed.vi) Maintained an OSHA/ISO9001 qualified Test Lab, ensuring the lab areas are safe and all security rules are followed, coordinating the return for calibration and repair of all test equipment, coordinate with the security office any changes in the access list for the Lab, and being responsible for the maintenance of the facility
