About Fraser Gaffney
My name is Fraser Gaffney and for as long as I can remember I’ve held a camera in my hand. A ‘sensible head’ in my teens steered me into a career with the Police Service, however I continued to learn the craft and over the following 30 years I photographed anyone and everything as often as I could. Towards the end my police service my skills behind the lens were recognised and I was appointed as ‘Communications Officer’ for one of the largest Divisions of Police Scotland – The Lothians & Scottish Borders Division where I was responsible for capturing and promoting the excellent work being done across Midlothian, East Lothian, West Lothian and The Scottish Borders. Having retired from Police Scotland in 2019 and with my daughters quickly approaching High School I am now in the fortunate position of still being able to pursue my lifelong dream of being a professional photographer. So, what can I offer?I’ve been photographing people for over 35 years, whether that be weddings, portraiture, family events, on a sports field, in a corporate environment or just candidly from a quiet corner. I’m now excited to be able to offer beautiful, professional headshot/portrait images from the comfort of my ‘pop-up’ home studio on the west side of Edinburgh. Performance Lead
I am currently responsible for all Performance & Compliance related matters, focusing primarily on developing and introducing simplified workflows and processes that increase productivity and efficiency across a number of key business areas.In 2014/15 I designed and implemented the Performance And Technical Compliance Hub (PATCH) which was recognised as 'best practice' and formally acknowledged at the inaugural Scottish Policing Excellence Awards in January 2016 where it won the 'Service Improvement' category.In 2015 I redesigned the Briefing & Tasking model and created an efficient method of reporting to the local Tactical Tasking & Co-ordinating (TTAC) meeting and national Executive TTAC meeting. This Briefing & Tasking model was later adopted by both Edinburgh Division & Dumfries & Galloway Division and continues to form the basis of all Tactical & Strategic decision making.In 2015/16 I created an effective workflow for incident management which not only mitigates potential threat, risk and harm to the organisation but also to the communities it serves while ensuring minimal detrimental impact is caused to service delivery. Again this was recognised as ‘best practice’ and in 2016 was introduced throughout the East Command area.In addition to those business areas highlighted above I have made a positive impact with regards to Firearms & Explosives Licensing, Concern Hub, Missing Persons, Events Planning, Complaints & Conduct as well as other Divisional Co-ordination and Command Support functions.My simple yet effective approach to problem solving, coupled with my in-depth knowledge and understanding of key software applications has ensured that I continue to be the first point of contact when existing processes need reviewed or new workflows are required, both at Divisional level and beyond.
Crime Analyst
Through the robust and effective management of the Force’s Crime Recording System I was able to identify local crime patterns and trends, which allowed me to recommend proactive, preventative measures that were designed to deter, disrupt and detect those offenders operating in the area.This was the first role in which I was afforded the ability to express my creativity and innovation and I grasped the opportunity by developing various methods of extracting raw data from a number of police systems which was invaluable to me in publishing several bespoke reports that allowed Senior Management to steer their resources in a positive direction. This led to a measurable improvement in Performance, Compliance and Service Delivery across the Division and in conjunction with my overhaul of local Performance Reporting, my success in this area led to me being identified to create the new 'Performance Support Unit', which was introduced when the nine legacy Scottish Police Forces amalgamated into The Police Service of Scotland.
Operational Support Officer
In April 2009 I joined the Divisional Operational Support Unit where my main role consisted of the effective management of those non-urgent calls that either did not require an immediate police response or could be dealt with over the phone through positive engagement with reporters.The knowledge I had gained throughout my service provided me with an immediate advantage in assessing those incidents that were subject to the Unit’s management, whilst ensuring Scottish Crime Recording Standards were adhered to and Service Delivery was as expected by those coming into contact with the Police.
Safer Neighbourhood Officer
In 2008 I moved into a Community based role for the first time in my career when I joined the Safer Neighbourhood Team based a West Calder and then Livingston.This Council funded position was a completely different role for me as my service to date had been ‘reactive’ and now I was required to be far more ‘proactive’ in my day to day duties.My new role provided me with greater opportunities to engage with members of the local community on a personal level, which allowed me to identify those issues that affected them directly. This in turn enabled me to identify and develop simple preventative measures that could be quickly implemented to address those concerns.

In September 2006 I returned to my core role as a Response Officer following my secondment to the Specialist Operations Unit. I once again mentored and trained those officers joining the organisation and ensured they received a solid foundation that would enable them to develop their own careers in the Police Service.

I was a member of a very close knit team of 7 officers, all highly trained and skilled in the fields of Counter Terrorism, Armed Response and Public Order.The highlight of my 5-year secondment to Specialist Operations was my 6 month deployment to The Scottish Court in the Netherlands, where my Counter Terrorist training enabled me to successfully provide security to all those persons involved in the trial of the Lockerbie bomber, Abdelbaset al-Megrahi, up until the date of his transfer to Greenock Prison.
