30 years of experience as a Reserve component Surface Warfare Officer with varied and diverse command assignments to include extensive knowledge of command structures, missions and organization of major Navy staffs. 12 years of experience in the food manufacturing sector as a Program Manager/Production Manager/Plant Engineer with experience in project management, budget analysis and leadership in a fast paced production environment. He currently supports the Office of the Chief of Naval Operations (Fleet Readiness) (OPNAV N43). Prior to coming to Cowan & Associates, Inc. , Fred worked for 9 years at a consulting firm that supported OPNAV N43 as a principal program analyst for the Ship Maintenance Support Programs which encompasses 45 Programs of Record from USFF, COMPACFLT, NAVSEA, NAVSUP, NAVAIR and SPAWAR with annual funding of $500M. He is an SME for the Logistics (OPNAV N4) maritime shore maintenance IT strategy development and the Navy Modernization Process (NMP) for OPNAV N431. Fred has also supported the Ship Maintenance ($6B annual budget) program as a principal analyst in the private sector readiness accounts. Fred received his BS from the United States Naval Academy and his MBA from Regis University in Denver, Colorado.
