In government he served as State Hazard Mitigation Officer, Interagency Technical Team Coordinator, earthquake program coordinator, floodplain manager, Project Impact Coordinator, and Chair of the Western States Seismic Policy Council. He received his B.S. in Geology (1970), his M.S. in Geology from the Pennsylvania State University (1972), and his doctorate in Geology from Virginia Polytechnic Institute and State University (1976).He teaches emergency management topics at the undergraduate and graduate levels, including Emergency Management, Disaster Preparedness and Response, Hazard Mitigation and Disaster Recovery, Emergency Planning, Evolution of Emergency Management, and Hazards and Threats in Homeland Security.His current research and publications focus on governmental emergency management and coordination, especially hazard mitigation and planning; hazard and risk analysis, disaster modeling and analysis, historical aspects of emergency management, and teaching methodologies. His most recent publications include Cascading Disaster Models for Post-Burn Flash Flood and Disaster Reduction Planning for Recreation Areas via Cascading Models. He interacts with all levels of government to integrate real-world practice with emergency management course content and participates actively in developing the newly-emerging science of emergency management. He serves on the Eastern Kentucky University emergency planning team, as well as on the State Rescue Team Grants Committee, and the State Private Sector Working Group, and he is a member of the Kentucky Mitigation Managers Association. He is also a member of the International Association of Emergency Managers (IAEM).
