Center for Clinical Standards and Quality (CCSQ) Quality Improvement and Innovation Group (QIIG)Documented measurable results in national collaborative programs, led teams in presenting recommendations to Agency leadership, and represented CMS as quality improvement expert at national events. Conceptualized and executed operational tests of change to support clinical practices use of population health management systems to enable real time access to results and reduce burden. Managed design and implementation of studies to define operational risks in program execution and collaborated to implement process improvement plans. Developed and executed four Grand Rounds for CMS Chief Medical Officer. Served on CMS Population Health and Medication Management and Opioid workgroup.

Partnered with HHS, OMB, ONC, Office of Assistant Secretary of Health -OMH, Health Resources and Services Administration in development of the Transforming Clinical Practice Initiative Model to achieve the Administration's strategic vision to transform healthcare delivery systems and prepare 120,000 clinicians to participate in the Quality Payment Program. Collaborated across CMS to develop and refine program design responses to the HHS Secretary, OMB, and the White House resulting in approval of $600M over four years. Authored the TCPI National Development, Management, and Improvement contract and served as Technical Expert Chair and COR III for the $38M award. Authored the TCPI Practice Transformation Network (PTN) funding Opportunity Announcement which supported technical.assistance to clinicians to include facilitating continuity of care between primary and tertiary providers, prepared practices for transition to APMs, and supported integration of health information systems to measure and improve results. Managed PTN contracts representing 32% of enrolled clinicians. Designed and implemented plan to identify leaders successful in transforming their clinical delivery system through clinical and operational excellence, engagement of patients and their family to serve as national faculty. Led innovations in program metrics; rapid evaluation plan and analysis design; and reports for HHS leadership documenting monthly progress toward achievement of the TCPI model's seven aims. Implemented recommendations resulted in program costs savings in excess of $30M.Supported establishment of CMS Medication Management and Opioid Group.

HHS Partnership for Patients (PfP) Improvement Leader with operational and administrative accountability. Led Technical Expert Panels and development of Statements of Work. Served as COR III for the National Content Development contract and four Hospital Engagement Network (HEN) contracts representing 269 hospitals focused on achieving a 40% reduction in preventable Hospital Acquired Conditions and 20% reduction in hospital readmissions. Served as PfP Communications lead managing the development of performance reports for the HHS Secretary; deployment of PfP specific web content on cms.gov; and implementation of the PfP knowledge management system and associated Communities of Practice. The PfP model exceeded national goals to improve safety and save lives.

Partnership for Patients Model Team. Co-presented at American College of Healthcare Executives (ACHE) on PfP improvement design, implementation, and the model's unprecedented results. CMS Understanding Public Policy and Legislation Fellow. Served as faculty for CMS 12 Tools for Quality Improvement training program leading instruction in the Model for Improvement and Plan, Do, Study, Act (PDSA).

Healthcare Systems Bureau (HSB) Organ Donation and Transplantation Collaborative andHSB Patient Safety and Clinical Pharmacy Services CollaborativeMember of federal team that collaborated with Organ Procurement Organizations and Donor Hospitals to increase the number of organ donations nationally and the number of organs harvested per donor. Celebrated the lives saved with family members of organ donors at national events.Managed contracts to deliver national learning events and led logistics execution. Served on planning team for national learning sessions. Represented HSB on the HRSA Innovation workgroup and at US Agency for International Development (USAID) meetings on quality improvement and the effective use of content and knowledge management systems.

HRSA Office of the Administrator - Center for QualityRepresented HRSA supporting HHS Value Driven Health Care Initiative. Provided strategic recommendations for developing, sustaining, and broadening the healthcare delivery system. Partnered with HRSA's Office of Health Information Technology to evaluate processes to support new technology approaches to meet program requirements. Led knowledge management system development and documentation of Capital Planning and Investment Control requirements and security processes for submission to HRSA Information Technology Institutional Review Board (ITIRB). Led evaluation and analysis of operation and financial outcomes to improve national and regional quality improvement infrastructure. Developed project management plans and budget estimates for new Agency Initiative proposals. Developed program justification for technical assistance to improve operational outcomes.

Bureau of Primary Care, Division of Clinical Quality, Clinical Quality Improvement BranchProgram leader in the implementation of the HRSA Health Disparities Collaborative (HDC) for improving clinical, operational, and health information systems. Managed multiple contracts and cooperative agreements totaling more than $15M annually including the Institute for Healthcare Improvement and five Primary Care Associations grantees that served as the quality improvement infrastructure for the HDC. Managed logistics contract for the HDC Learning Model which included four national Learning Sessions annually with participants from more than 150 healthcare delivery organizations. Managed contractor team of 15 information system specialists and implemented first IT inventory to more than 800 Community Health Centers. Managed design of national results sharing that enabled participants to document quality improvement practices and share results monthly. Results were benchmarked at the local, state, and national levels. Served as moderator for the National Leaders Series webinars where health care leaders shared their performance stories.

Bureau of Primary Health Care, Office of the Director, Quality CenterServed as program lead for contracts, grants, and cooperative agreements to support improving access to healthcare and national quality management initiatives.
