• Led Business Development, Capture Management, and Proposal Management to obtain prime positions on new contract vehicles such as NIH CIO-SP3, DHS Eagle II, FBI’s IT Triple S, FBI EIACSS, DOJ ITSS V, GSA Schedule 84, Alliant 2, and DIA E-SITE to gain access to new business opportunities.• Led IT strategic & operational planning to achieve business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future enterprise IT systems.• Drove Jacobs’s accomplishment of being named the number one FBI contractor by winning and successfully executing over $1.3B worth of new work via multiple task orders resulting in the highest number of wins on the IT Triple S ID/IQ vehicle.

• Successfully led capture and proposal team to obtain over $270M in new contract revenue primarily through the FBI’s Program Management Support Services (PMSS) ID/IQ.• Performed as the task order lead on numerous Government contracts and provided direction and guidance to the development contractor as well as support staff to meet strict schedule and budget constraints to deliver a quality solution. • Interfaced with customers and senior management to clarify system technical requirements to ensure they were implemented as envisioned. • Designed and implemented the software architecture, supervision of the coding effort and ensuring that appropriate, approved processes were implement and adhered to during the INS VIS development. • Provided management oversight and coordination of the work efforts and schedules of system developers. Planned and executed all programmatic or technical reviews required ensuring that the INS VIS was delivered in a timely and quality manner. • Managed a team of 20+ personnel to implement the Las Vegas Police Department Identification System using a full lifecycle development processes and procedures to ensure timely and accurate delivery of a phased implementation.

• Served as the Deputy Program Manager for the Interstate Identification Index (III) program within the Criminal Justice Information System (CJIS) Division of the FBI. Provide key management services which led to the successful deployment of the Integrated Automated Fingerprint Identification System (IAFIS) system, the FBI’s $640M Presidential Priority Program that modernized and revitalized the FBI’s fingerprint identification services. Provided technical direction to the performance contractor to resolve program and technical issues. Managed a staff of 11 government employees who oversaw the $146M dollar development effort. • Served as Special Projects Manager on various troubled programs which were not meeting project goals and over budget. Activities included the following: Collect status of current requirements and budget; Determine costs/time to meet requirements; develop plan for successful execution; train replacement project manager; monitor and track progress; provide course correction; deliver solution that meets system’s owners needs.• Project Manager for the International Distributed Imaging System (IDIS) which was a data capture and transmission system to capture fingerprints, images, and textual data and transmit them by electronic mail between agencies such as State Identification Bureaus, IAFIS/FBI, other federal agencies, and Interpol Offices around the world. As Project Manager, performed a variety of technical, management, and marketing functions. Worked with a variety of individuals to develop the Concept of Operations and requirements, designed and integrated the proof-of-concept system, defined requirements for pilot and full-function systems, and developed image capture software. Developed image processing algorithms that would permit compliance with the FBI’s Image Quality Specifications (IQS), deployed the system, and conducted training at various domestic and international customer sites.
