Supports the USAF’s multi-Billion dollar mission planning enterprise by developing and delivering training material, testing and deficiency documentation of the Service’s Joint Mission Planning System (JMPS) software suite. Creates training/training material in parallel with software development to ensure training is ready for delivery with major testing events and fielding of the software. Training material includes but not limited to presentations, handouts, user guides, instructor course development and eLearning. Supports developmental and operational test events as a software tester and by providing training to aircrew who evaluate software functionality and suitability. As required, travels to various USAF worldwide bases to provide on-site training to instructor aircrew. One of only three Mobility Air Force (MAF) and one of two Special Mission Air Combat Command (SMACC) JMPS trainers worldwide.

Led 40+ member international staff responsible for program management, planning, coordinating, executing acquisition strategies and managing contracts associated with the modernization of the NATO Airborne Early Warning and Control (AEW&C) E-3A fleet valued at over $8B. Planned, Formulated and directed the implementation of projects throughout the development, production and retrofit phases in response to military and political requirements. Led program management of the platforms Communication, Navigation Surveillance - Air Traffic Management (CNS-ATM) glass cockpit modernization, Mode 5 Identification Friend or Foe (IFF)/Enhanced Mode S (EHS), and Internet Protocol (IP) communications projects valued at $1B in upgrades. Led the acquisition strategy development and program definition for the NATO AWACS Final Lifetime Extension Program (FLEP) with a value of $1B for execution between CY2019-2025. Led numerous ongoing and future concept definition and project validation studies as the primary liaison with external organizations (NATO, national offices/agencies, and defense industry contractors). Lastly, ensured system test activities and quality assurance for all upgrades to the fleet.

Led 12 person team responsible for coordination, oversight, integration, and senior level acquisition management for the NATO Air Combat Command and Control System (ACCS), NATO Airborne Warning and Control System (AWACS), and NATO Alliance Ground Surveillance System (AGS) programs valued at over $18B in assets. Served as the USAF representative to the Board of Directors for these programs responsible for developing US/DoD positions, monitoring international agreements to ensure compatibility with US programs and USG interests, and development of formal transmittals to Congress. Responsible for ensuring effective US/NATO overall program integration by maintaining programmatic and policy consistency between SAF/AQ and the Air Staff, other Services, OSD, outside agencies, other countries, commercial companies, and Defense Industry leaders on NATO-related issues.

Led 20 person Division responsible for coordination, oversight, and management of acquisition for 26 high-profile programs valued at over $22 billion to include AOC, E-3 AWACS/NATO AWACS, E-8 JSTARS, E-4 NAOC, CRC, BCS-F, NCR-IADS, 3DELRR, JPALS, Combat Identification (CID), Combat Weather, and ATC radar and support systems. Formulated and staffed all Air Force acquisition positions and budgets for this $1B/year program portfolio. Worked with warfighting and development commands to define and satisfy combat capability requirements, developed and defended Air Force positions to Congress, OSD, Joint Staff, and other services and agencies

Stuttgart Area, Germany

Led all aspects of developing, coordinating, planning, directing, & executing $58M CJCS directed exercise program training over 500,000 joint and combined participants annually through 34 live, virtual, and constructive exercises. Led 58 member EUCOM SJFHQ Joint Enabling Team (JET) for all standing JFHQ real-world, contingency, and exercise taskings; stood up six Joint Task Forces (JTFs) within three separate war fighting commands. Project lead for EUCOM's $2.6M conference center; designed/equipped 9000sf facility to host 50+ conferences/year. Joint Exercise Control Group Director for three EUCOM largest annual exercises: AUSTERE CHALLENGE; led 1200 personnel replicating 20 joint/DoD/DoS agencies training 2 JTF/CTF/NATO HQs each exercise.

Commanded Air Combat Command’s largest ACS comprised of 450+ personnel/$310M in equipment assets and a $1.1M annual budget. Led two back-to-back OIF combat deployments to Iraq; awarded #1/7 Squadron in 332 EOG for both AEFs; led C2 planning/execution for 32 CFACC/CFLCC concurrent ops, 48k combat sorties controlled; orchestrated C2 for battle of An Najaf, 23 hours continuous CAS, 3.5 tons of ordnance expended, 350 enemy KIA; Led/orchestrated 7 unit field training exercises training 600+ personnel. Combat Mission Ready (CMR) Instructor /Evaluator Battle Commander (BC), Mission Crew Commander (MCC), Senior Director (SD) and Weapons Director (WD).

Led and managed 155+ operations personnel. Responsible for training development, strategy and tactics, plans, intelligence, initial qualification and continuation training for the unit’s operations directorate. Planned and executed 16 Operation NOBLE EAGLE deployments, 17 Joint System Exercise and a OIF combat deployment to Iraq. CMR Instructor /Evaluator BC, MCC and SD.

Led and managed 200+ operations personnel, directly supervised all aspects of flying ops. Deployed Commander (DETCO) for three real-world deployments. Lead JSTARS SD for OIF during; Decapitation Strike (S-Day), Shock and Awe (A-Day) and Ground Force commencement (G-Day), flying 224 Combat hours. Re-wrote OIF Killbox interdiction/Close Air Support (KI/CAS) SPINS for JSTARS wartime integration and employment. Led all AFTTP 3-1.30 (JSTARS) and 3-1.26 (Theater Air Control System) re-writes.
