About Fred Thorne
Most of my professional career was devoted to providing service delivery methodology to consulting organizations, first at Deloitte and later at CSC Consulting (part of Computer Sciences Corporation). I have always been interested in the effective application of information technology to improve business performance and achieve business goals. In my latter career, I focused on helping consulting professionals do that for their clients. Over the years that I did this, I kept up with evolving best practices and standards to incorporate them appropriately into the methodology. I collaborated with leading subject matter experts to capture their acquired wisdom, organize the information, and share the knowledge with the rest of the company. I developed expertise in a wide range of business, technical, and management topics and understood the interconnections. I also gained insight into the pros and cons of various ways of capturing methodology and sharing knowledge. I have always had a passion for writing and for explaining things to people, simply and clearly. I tied together the business and technical aspects of each problem and bridged communication gaps between those two worlds. I have long had a deep interest in enterprise modeling – connecting business strategy, process, organization, locations, data, applications, and technology. Most recently, I focused on the issue of scaling agile methods to larger projects and programs. Chief Architect, Catalyst
As chief architect for CSC’s corporate standard methodology Catalyst, I guided the design, implementation, and evolution of the method content, thereby supporting consistency, efficiency, and quality in selling, planning, and delivery of services. I drove implementation of a method content management system that replaced hard-to-use and hard-to-maintain books, thus improving integration, maintaining consistency, reducing publishing time, and saving maintenance cost.In addition to overseeing other method architects, I took personal responsibility for certain subjects, including service orientation, service blueprinting, user experience, agile / lean methods, and continuous delivery / DevOps. Most recently I enhanced the firm’s project management standards to address agile methods and agile scaling, overcoming management resistance in the process, and I developed and delivered training on agile scaling practices. I recently designed and implemented CSC’s next-generation approach to method content management using a SharePoint wiki, enabling distributed ownership and maintenance of method content, while still operating under central guidance and a common framework, thus further shortening cycle time for content creation and publishing. This new design follows the practices approach to methods documentation, focusing on practices first and reusable processes second, for better flexibility, adaptability, and maintainability.With my expertise in scaled agile methods, I participated in delivery assurance reviews of two large software product development and maintenance programs, assessed their software development lifecycle (SDLC) practices, and recommended critical improvements.
Method Architect, Catalyst
Wrote and edited methodology manuals. My initial focus was on enterprise transformation planning and business area architecture, with a particular emphasis on business process redesign and business process improvement. Later I addressed large-scale program management, with an emphasis on managing business change. I also wrote methodology addressing IT strategy, enterprise architecture, and legacy system transformation. I participated in the team proposing, winning, starting up, and executing a major transformation program for the IRS. I was responsible for the methodology aspects of the program, overseeing a small team tailoring, extending, and implementing our methodology at the client and helping to achieve a CMMI Level 3 certification.
Managing Consultant
I spent my first two years doing financial auditing to qualify as a CPA (now lapsed) then transferred to management consulting. As a consultant, I performed operational audits for claims processing and city administration. I participated in numerous information systems projects, generally in a business analyst role, in both commercial and governmental contexts. I developed an enterprise business systems plan for a major international airline and helped them to implement a yield-based revenue accounting system. I helped to establish Deloitte's first methodology management group and developed their first standard methodology for systems planning. I implemented tooling for enterprise modeling and systems planning. I also developed and delivered training. When Deloitte Haskins & Sells merged with Touche Ross to form Deloitte & Touche, I structured the merging of the two firms' methodologies, enabling consultants from the two firms to operate as one organization with a consistent approach and language.
