As Deputy Director for Conservation GIS at the Trust For Public Land Fred Gifford manages and implements projects nationwide in the Large Landscape, Greenprint, and Climate Smart Cites programs. In this position he leads a team of GIS staff and consultants to implement cutting-edge, GIS methodologies, tools and frameworks for conservation projects. Fred is also the Technical Lead for the TPL and leads our application development, web development and system design and implementation efforts. Fred is an environmental services and geographic information system (GIS) professional with over 25 years’ experience. He has worked in a wide array of environmental management and GIS service areas including: business development, client management, staffing, project management, and technical oversight. Fred specializes in managing data intensive, multi-disciplinary studies and computer application development projects that utilize GIS technology. His primary application expertise relates to environmental and natural resource studies (20 years) but also includes local government, transportation, and utilities applications. His expertise includes project management, requirements analysis, system design, programming, and system implementation. Fred has designed and implemented multi-agency, multi-application GIS projects; large GIS data conversion projects; and focused single-application systems.

He has worked in a wide array of environmental management and GIS service areas including: business development, client management, staffing, project management, and technical oversight. Mr. Gifford specializes in managing data intensive, multi-disciplinary studies and computer application development projects that utilize GIS technology. His primary application expertise relates to environmental and natural resource studies (20 years) but also includes local government, transportation, and utilities applications. His expertise includes project management, requirements analysis, system design, programming, and system implementation. Mr. Gifford has designed and implemented multi-agency, multi-application GIS projects; large GIS data conversion projects; and focused single-application systems.Mr. Gifford currently is the GIS Technical Manager for Tetra Tech. In this position his focus is the implementation and use of best of class GIS technologies. Fred is a seasoned senior GIS professional and his responsibilities also include marketing, project and client management, quality assurance, and project execution.Mr. Gifford is also an adjunct instructor for GIS at Carroll College in Helena, Mt (2008-present). He is primarily responsible for teaching the Advanced GIS and GIS Analysis courses but has also taught the Introduction to GIS and GIS Databases classes that compose the Colleges GIS Certificate program.

As manager of GIS team I was responsible for developing project specifications, allocating resources, managing the growth of services, and ensuring quality in all phases of production. Responsibilities also included being technical lead on numerous geospatial system and application development projects.Project Examples:GIS Implementation of Environmental Planning GIS – Idaho Transportation Department. Manager, Lead Technical Consultant. Designed and implemented GIS for use by transportation planning and environmental staff in support of transportation project development. Project included user needs assessment, hardware system design, software system design, delivery of turnkey system, training, support, and application development.Transportation Database Design – Idaho Transportation Department. Manager, Lead Technical Consultant. Database design of statewide transportation database for Idaho. Tasks included requirements definition, logical design, physical design, implementation, and technical support. System implemented using ESRI geodatabases, ArcSDE and Microsoft SQL Server.State of Idaho GIS Clearinghouse Development – Moscow, Idaho. Lead Technical Consultant. Assignments included requirements development, system design, system implementation, programming, and overall project consulting. Technologies implemented included ESRI ArcSDE, ArcIMS, ArcInfo, and MapObjects, Microsoft Windows 2000, SQL Server, IIS, and ASP.

Led GIS program focused on natural resource applications, GIS data dissemination, statewide GIS coordination, and technology transfer. Supervised five programmer/analysts in developing applications in spatial analysis, cartographic production, and information delivery.
