Responsible for directing and managing the establishment and implementation of the Commonwealth's information technology (IT) strategic planning, enterprise architecture, and governance (policy processes and frameworks), for all agencies under the Governor's jurisdiction and providing technical guidance on related issues to the agencies. Lead and manage enterprise-wide research initiatives, pilots, large scale projects, and establishing and implementing outreach programs.

Support Department of Public Welfare CIO in the IT strategic and resource planning, budgeting, and operational initiatives supporting eight program offices and sixty-seven counties serving the citizens of Pennsylvania. Responsible for leading a team of 115 IS/IT professionals in the design, development, implementation, and maintenance of enterprise software platforms. Oversee four managers and affiliated support staff regarding Software Engineering (processes, quality, and standards), IT project management, Middleware/ESB, SQA and Performance Testing, Application Development (Main Frame and Client-Server), Center of Excellence (COE), platform/product life cycle management, and Enterprise Systems Services providing value added enterprise solutions. Coordinate with program offices and strategic business partners, budget planning and project priorities/scheduling, as well as statements of work, requests for proposals (RFPs) and evaluation of vendor proposals. In charge of strategic planning and design of future IT solutions, including procurement of outside products and services, custom/in-house development, and enhancement of existing systems platforms. Oversees the conduct of detailed technical and CBA studies that identify existing or potential new technologies to solve business problems and/or create new opportunities within the organization that will enhance agency's effectiveness and improve customer service.

DynCorp was an international IT consulting company with over 70,000 employees. Computer Science Corporation (CSC) acquired DynCorp in 2003. I managed a team of twenty staff who were responsible for all IT operations, capitol planning, budgeting, strategic planning, facilities management, and daily support functions associated with a multi-year Federal Government CDAC contract. Responsible for provided full spectrum of enterprise IT operations management and support that included: application systems, data center operations, telecommunications, computing, SAN, and network operations platforms, systems and physical security, production support, systems and database administration and help desk services. Creation and management of IT operating policies, procedures, business continuity and diaster recovery plans. Identified and acquired emerging technologies to consistently improve operating efficiencies, system security, service quality, and shareholder value. Negotiated and managed support contracts for IT support services. Expertly aligned all IS/IT initiatives with overall business objectives through constant interaction with executives, managers, and staff.

In charge of all IT operations, including application design/development, database administration, computer systems, networking, and telecom platforms for this manufacturer with multiple sites. Responsible for budget and all aspects of designing, modifying and upgrading hardware and ERP software platforms in compliance with requirements from all departments (i.e., Human Resources, Engineering, Accounting/Finance, Production, Inventory/Shipping, Sales/Marketing, and Maintenance). Negotiated and managed support contracts for IT support services. Coordinated desktop and systems support, end-user training, system troubleshooting, complex problem resolution and creation of IT and security operating policies, procedures, business continuity, and disater recovery plans.
