Directed project operations for 3 year, $60 million + integrated tax system project for NC Department of Revenue. Participated in capture of business; set up life cycle development plan leveraging best practices; developed processes for governance; led project planning, kickoff, schedule and implementation plan; wrote project plan; managed 5 direct reports with 30+ staff; negotiated with sub-contractor; led conversion, system integration and performance testing, coordinated user acceptance testing and deployment of first major release. Incorporated $12 million increase in scope adding enhanced collections system and revenue accelerating compliance programs; deployed 3rd largest statewide tax system on time with 28 integrated tax types.Built business pipeline for new public sector professional services practice. Analyzed market segment overview; negotiated master teaming agreements with software and services providers; wrote proposals for multiple opportunities, for example: designed strategy to facilitate multi-jurisdictional access to technology in AL, formulated hosting concept to provide online enterprise data management and software services for jurisdictions in OR; established partnerships; attended trade conferences; made joint sales and marketing calls; led client demonstrations. Grew pipeline to $125 million in qualified opportunities.Salvaged troubled GA Division of Public Health bioterrorism project following company merger. Assessed impact and needs following loss of security practice subject matter experts to conduct information security assessments for 200+ healthcare sites throughout State; assembled security team to develop business continuity and disaster recovery plans; protected eroded profit margin; managed sub-contractor; completed security assessments for client approval. Client qualified for federal funding based on findings and plans; brought project in without further losses.

Transformed check processing system for NC State Treasurer’s banking operations from paper handling to digital imaging. Led design, development and delivery of innovative solution to outsource check processing to Federal Reserve Bank with images to be processed by Treasurer eliminating need for expensive large-scale equipment; selected team; managed budget; set up/managed benchmark testing; provided web-based solution for bank customers to manage accounts and introduced enhanced checks and balances system for Federal Reserve accounting applications. $2 million project completed on time, in budget, saving state $1-$2 million annually by eliminating need for Treasurer to handle/manage/store paper checks and in check retrieval costs annually; avoided ~$1 million in equipment replacement and maintenance costs; improved customer service. Upsold imaging and workflow, case management, document management and knowledge management value adds for government agencies. Analyzed/Identified business needs; devised solutions; demonstrated improved ROIs; integrated changes into project and implementation plans. Generated additional 20% in project revenue from add-ons.

Delivered $1 million regional call center solution to Mercedes-Benz, NA. Designed configurations and work flows for handling maintenance, complaint, rewards program and emergency roadside service calls; developed programs, database model; designed/managed conversion from legacy system and integrate into new system; managed rollout to regional office; established centralized reporting from regions to corporate. Improved client’s customers’ satisfaction and retention and client marketing; reduced breakdown wait time for Mercedes owners/drivers by automating roadside emergency response system.
