While serving as the Macomb County Community Services Agency Director, the Agency was recognized nationally for developing and implementing a strategic plan.Frank chaired several statewide committees, interacted with public officials at all levels and participated in leadership teams dealing with critical social issues, advocacy, policy and budget-related situations.
