The Dnipro River is about life: the life of microorganisms, plants, and animals, and the life of humans. But also the lives of societies, nations, and countries. And at the same time, the Dnipro River is about risks and threats. It is both under threat and a threat itself, putting all life that depends on it at risk. My role as an urban planning superintendant is to connect ánd enlarge all ambitions in partnerships, cultural development, circular building, co-creation and place making.

A new cultural institution. A new culture cluster. An addition to the heart of Leidsche Rijn, on top of the highway.RAUM is a young cultural institution in the young neighborhood. A cultural institution that does not wish to determine its own future, but rather wishes that to be realized along with the neighborhood, artists, stakeholders in the city. With a background in cultural programing 12N made a design for RAUM, according to circular principles of reuse, repurpose and rethink. Task was to make a space that makes you feel welcome during 1000+ events but also during empty times in between, when nothing happens. Realised with with Donkergroen, LaBolleur and VeniVidiMultiplex.

Circular house design and relation between building (circular, architecture) and garden (permaculture). Focus on rethink, reuse, redesign and bio-based. Including all electric (no gas) installation. Built in close cooperation with head of construction builder Mark Luiken (Groenluik).

Circular social housing in EindhovenExperiment in circular building for social housing corporation Woonbedrijf in Eindhoven. As a superintendant for design, build, maintain 20 houses of different circular concepts. Including a co-creation process with future residents in design process and evaluations. The goal was to learn about circular material chains and processes, to reuse, reduce and redesign. Due to external planning problems the scene of location for the houses has been changed. The development of a regional circular knowledge hub has been started and after a year continued by local and regional entrepreneurs.

For USAID and VNG International the goal was to improve knowledge of smart city solutions in 15 cities in Eastern Ukraine. The assignment was implemented in two phases. The first phase was a study visit in Ivano-Frankivsk and visit interesting examples. The second phase was reusing this knowledge into 15 policies and action plans.

Working as Head of the master program at the Kharkiv School of Architecture (KhSA), founded by Oleg Drozdov, Ukraine. The aim is to reopen the MA program in September 2022 as a bridge to the professional practice. The academy wants to provide international knowledge and experience for national value and impact. Treffers is responsible for the design of the new educational concept and lessons program of the master program. This was decided after the experience in teaching in several studio projects and guest lectures at KhSA since 2016. The start of the full scale war by Russia made an end to this position. Treffers turned his focus towards Ro3kvit in general, and supports those who are developing the master program of the Kharkiv School of architecture.

Ro3kvit developed a vision for Mariupol, for the municipality in exile. There are many uncertainties in the planning of the future of Mariupol. We do not know exactly what state the city will be in after de-occupation and liberation. Likewise, we do not know what the occupiers will reconstruct, build or demolish in the near future. We also don't know how many people will return or when they will.But there are some important things we do know. We know the history and geography of the city with the sea, its rivers and hills. We know the context of the suburbs and the wider context of Mariupol's geographical relations with other cities of Ukraine. We understand the context of Russia, which is located 40 kilometers away.We also know that Mariupol symbolizes many things.The city was already a symbol of industry and innovation, and on the other hand, a symbol of industrial pollution. Today, Mariupol is a symbol of pain, but also a symbol of strength and steel resistance.Since we have no idea what the city will be like after liberation, we are talking about approaches and assumptions.We believe that planning should start as early as possible, because the revival of the city should begin on the day when the Ukrainian flag flies over it, and you need to be fully prepared for that. “Zhytomyr saves Kyiv”: Zhytomyr urban planning and cultural development. Strategic city planning on possibilities for cultural development in the city of Zhytomyr. The research design was presented at the conference in Zhovten for a.o. three ministers. I presented a strategic position for Zhytomyr culture, related to Kyiv (distance, culture, afmosphere, economics).

Space-SCustomer driven design in social housing.A tiny bit of wasteland in the middle of Strijp-S, surrounded by former Philips factories and offices that will be reshaped into the cultural heart of Eindhoven. An ambitious housing corporation, desiring a customer driven process, and the aspiration to built 400 houses onto that small stroke of land.These are the ingredients of Space S. Build 400 social housing units in a highly urban area, find your residents in advance and let them decide on, well, everything. Easier said than done. How to find future residents if there is no plan? How to communicate with them? How do you ensure that the process does not get bogged down in endless discussions? How do you get all professionals committed to such a customer-driven process? In short: a huge challenge. Just a job for 12N Urban Matters in the lead: experienced and reliable, but also keen to stay off the beaten track.As projectmanager and part of the urban design team, Treffers stayed within the boundaries of time and budget. 12N was responsible for urban planning and technical maintenance. Starting with a participational approach. Adding urban acupuncture in public space and social design as a connecting tool.Drents Dorp is no place for massive participation evenings in anonymous venues. It is, however, a place for small talk with your neighbors, for informal and lowkey conversation. So 12N organized meetings on a street by street level, at home with one of its residents. Dubbed the ‘Tupperware method’, it was a quick and easy way to talk to people about their homes and neighborhood. After nine months 12N presented a social- spatial plan: affordable housing in a precious neighborhood. In collaboration with more than half of the total number of residents, it showed the wishes, ambitions and commitments for housing, the public space and social interaction in the area. The major maintenance in Drents Dorp is now finished. The majority of residents is very satisfied. One looks back on an admittedly radical maintenance, but with much appreciation for the way 12N involved residents in the process.

Work/living_redesign garage space, Eindhoven city centreIn 2009, 12N Urban Matters took a break from urban planning for some architecture and designed Fulco Treffers’ atelier – an old garage in the centre of Eindhoven converted to a work/living space with plenty of leftover space for unplanned functions and activities.In spite of the project’s architectural scale, it can be reviewed as an example of small-scale urban development, a particular reuse initiative that won the interest and support of the neighborhood and municipality.
