Fulton is recognized around the country as an expert in the area of Hazard Mitigation Planning and Continuity Planning, with particular focus on natural disasters. He is a sought-after speaker at industry conferences and is emerging as a thought leader in the field of Business Continuity Management and Emergency Operations Planning. Fulton has received accreditation through the Disaster Recovery Institute International and maintains his status as a Certified Business Continuity Professional (CBCP).Fulton manages extensive planning initiatives across the United States. He has completed over 50 state and local projects during the past decade, including DMA2000 compliant Hazard Mitigation Planning Initiatives for Oklahoma, Arkansas, Kansas, New Mexico, and his home state of Tennessee. Fulton has been an appointed member of the Arkansas Governor’s Earthquake Advisory Council since 2008.Fulton has responsibilities in Continuity of Operations Planning (COOP) as well. He is the acting project manager for the DeKalb County, Georgia COOP planning initiative that has received praise from DeKalb County first responders. Since 2009, Fulton has served as the lead project manager for the Oklahoma State Department of Health COOP at its primary headquarters and all 77 county branch locations. This project has included HSEEP tabletop and full-scale exercises, and after action reporting.Fulton’s latest projects focus on K-12 and higher learning preparedness. He is currently working with school districts and universities across the country to develop cutting edge web-based emergency plans that will become vital assets in all phases of a campus emergency event.
