With a progressive and team-oriented operational style, oversee staff (100 staff initially, now 10) administering CFRG processes. The scope of the department’s reach is 125 staff located at 28 centres within 6 Areas of Responsibility (AOR). Liaise with / advise all managing authorities across the RCAF for 125 trades.- Invoked a host of performance and administrative adjustments to strengthen professionalism and efficiency. - Implemented a new process to track PLAR (Pre-Learning Academic Recognition) that increased accountability and saved time. Actioned files that needed verification, realigning them to reflect new procedures. Introduced measures to monitor the Section’s progress. Developed new Work Instructions to enhance staff performance.

Accepted accountability for the operation of the school including standards of all courses; IS; ISD; supplies; administration; $190K budget; 55 staff; and 500 on-site and 400 distance learning students of different levels. Monitored and encouraged on-going professional development for instructors. Held executive meetings with and advised DND agencies, Colonels and Generals on educational issues.- Leveraged ability to assess and systematically hone the CF Individual Training and Education System (CFITES) in all areas. For each of the 5 cores basic CWO courses, demonstrated…- Analysis: Scrutinized all programs, analysing the need for change or expansion.- Design: In alignment with program goals and level, defined each course’s content. Wrote curriculum, lessons, quizzes and exams. Formed 10-member review boards with carefully selected Subject Matter Experts (SME) to examine each course.- Development: mapped out the full scope of course blocks and schedules. Again reviewed all lessons and testing material.- Conduct Evaluation: After piloting revamped courses, retooled underperforming components. - Validation: After executing trial runs, revisited the content with new, objective SMEs. Finetuned content and delivery if needed to sustain best-of-breed programming.• Integrated ongoing PM within well-structured PMF frameworks for instruction. Conducted spot checks, rated instructor knowledge / interpersonal skills / administration on a 1 – 10 scale, and provided intuitive feedback. Subsequently, checked with supervisors to see if they noticed changes for, and reviewed data. Set the stage for 98% success rate for instructor effectiveness.• Incorporated changes to enhance the school’s corporate culture. - Applied an innovation-based reward program for staff to experience first-hand how education was delivered in foreign countries. Sent a dozen staff to US, Brazil, Australia and Germany, spurring a host of valuable new teaching and program ideas.

As the top pick from a rigorous selection process, relied upon in triple capacities: Instructor, Ambassador and Canadian Exchange Liaison. Supervised 8 USAF members. Personally instructed hundreds of USAF and international students. Wrote formal evaluations for the School Commandant and instructors and yearly reports to the RCAF Commander. Flexed public relations capabilities during many ambassadorial duties.• As with all previous and subsequent roles, brought in best practices for learning. - Provided strategic direction to the team that worked to save thousands of dollars for the USAF by initiating a new schedule for classes with less downtime.- Updated curriculum content to reflect new world order within the classroom.• Delivered multiple presentations on ‘Canadian Perspective’ to 2500+ USAF and coalition students. Keynoted a ‘Leadership & Management’ speech. • Applied a holistic approach to IS and ISD. From the Dean, instructors, design and standards teams to curriculum, administrative staff and students, took every relevant factor into consideration when blueprinting course development and design. • Appointed to the School Executive Committee as Exchange Chief. Shoulder tapped for the US Coast Guard Liaison portfolio. Nominated and approved for the Chief Master Sergeant Hall of Fame.• In the capacity of International Program Director at USAF Air University, mentored and guided students from Canada, USA, Australia, Turkey, Japan, China, Africa, Serbia, Croatia and New Zealand. Overall performance positively influenced 4000+ USAF Senior Non-Commissioned Officers.

Instructed basic training for officers and non-commissioned members in both official languages.

In English and French, inspected 11 cadet corps in Quebec and Ottawa for policy and curriculum compliancy as per detachment orders. Generated reports for higher command, detailing findings and recommendations.
