This being the first law at national level that recognizes the importance of innovation and scientific research and it obliges the state government to bring a percentage of the tax-driven contribution to research and technological innovation projects.- 100% of the initiatives I brought up to vote were approved by unanimous consent of votes, a first ever in the legislative registers of the Parliament of Morelos.

- During my time as Minister of Economic Development, the State of Morelos obtained the highest investment ever seen in the history of the State (and still not exceeded), both in domestic and foreign private investments, starting in 2002 with an annual output of 80 million dollars and reaching, in the years 2005 and 2006, 1,100 million dollars, managing to be the fourth recipient at the national level of Direct Foreign Investments.
