Selected to perform as liaison officer to highest coalition headquarters in Afghanistan – typically a position held by higher ranking officers.

International development project officer with governance expertise. Initiated working group of international donors and Afghan ministries that ultimately resulted in the development of Herat, Afghanistan airport into an internationally-accredited airport. My work was recognized by the three-star general in command, and he personally asked me to remain in Afghanistan to continue.Working and travelling across Afghanistan, organized and accompanied senior Afghan Government officials to remote and dangerous districts of Afghanistan. Accompanied parties of officials in visits and met with groups of western coalition and Afghan stakeholders to discuss what the central Government could do to assist the districts. For example, assisted with organizing a conference of elders and central Government officials in Kandahar Province (one of the most dangerous). Contributed to the drafting of two campaign plans, and wrote a multitude of reports, evaluations and briefings. Contributed to the evaluation of plans. Established a liaison position at the U.S. Embassy and at USAID offices in Kabul for a command member.

Accomplishment: For the first time, identified critical partners within and external to government for media engagement. Connected DoD and non-governmental organizations at national level and worked to create open communication. Represented DoD to USAID and HHS. Created a division brand. Assisted director with standup of a new international health office within the military health system. Produced and oversaw strategic communications plan focusing on coordinated media activities, including evaluative analytics, with goal of advancing cooperative interorganizational practices. Organized and hosted three conferences involving Afghans, international donor nations, and USG stakeholders on growing the capacity of Afghan national health services. Contributed to policy rewrite initiating changes to DoD practices.

Accomplishment: Identified three significant capability gaps impeding expeditious mobilization and deployment of reserve components.Selected to work on strategic analysis team designed to investigate and answer a query from the Secretary of Defense on military deployment challenges. Managed five work teams and drafted three reports for the Joint Staff identifying capability gaps that resulted in a complete change of policy for the Department of Defense. Also administered 14 contract vehicles that provided staffing support for the division worth approximately $8M.
