CurrentI am currently a Community Services Specialist III with the City of Berkeley’s Building and Safety Division, tasked with management of seismic programs, Berkeley's Exterior Elevated Elements (E3) Program, and development of an Amnesty Program for unpermitted dwellings units. Seismic programs include the Soft Story and Unreinforced Masonry programs, and the Retrofit Grants Program funded by hazard mitigations grants received through FEMA and the California Governor’s Office of Emergency Services (Cal OES).Duties include management of Berkeley’s seismic programs and collaborating with other jurisdictions to foster greater communication and informational exchange, working with property owners and their design and construction professionals regarding their retrofit projects, and overseeing code enforcement for properties out of compliance with the soft-story and unreinforced masonry (URM) ordinances.For Retrofit Grants Program participants, duties also include coordination with FEMA regarding the environmental and historic preservation (EHP) review, education of property owners regarding program policies and procurement requirements, processing of reimbursement and extension requests, and removal of buildings from the City’s Inventory of Potentially Hazardous Buildings once retrofits are completed. I have prepared grant applications to secure federal and state funding for projects with budgets of $4-6M, drafted fiscal and informational narratives, received Benefit Cost Analysis training through Cal OES and FEMA, and built positive working relationships with local, state, and federal entities.Work also includes GIS mapping and analysis for the Retrofit Grants Program, Rental Housing Safety Program and the Building and Safety Division, provision of seismic program updates and GIS graphics for updates to Berkeley's Local Hazard Mitigation Plan (LHMP), and drafting, submitting and presenting Council Reports to City Council.
