Lead program manager for BPA’s Habitat Improvement Program (HIP3) covering Oregon, Washington, Idaho and Montana and representing the largest restoration program for fisheries and wildlife in the United States. The BPA implements River, Stream and Wetland restoration projects to mitigate for the effects of development and operation of the Federal Columbia River Power System on fish and wildlife. BPA implements these restoration projects under the Pacific Northwest Electric Power Planning and Conservation Act of 1980, 16 U.S.C. 839b(h)(10)(A)), and through its commitments under the federal Endangered Species Act, 16 U.S.C. 1531 et seq.

Senior project manager within the Portland District Regulatory Branch of the United States Army Corps of Engineers (USACE). Made permit decisions for proposed in-water work within wetlands, streams, and other waterbodies in the State of Oregon under the authority of the Clean Water Act and the Rivers and Harbors Act. Conducted complex analysis of effects under the Endangered Species Act (ESA) and National Environmental Policy Act (NEPA).

Klamath Falls, Oregon

Lead teams of biologists and interns in several multi-year studies of water quality in Upper Klamath Lake, OR. Trained, coached and motivated team members under adverse conditions. Our studies have generated several USGS publications, and affirm that degraded water quality conditions are contributing factors in the decline in populations of Federally Endangered Species of Suckers.

Crew leader of three interns in the Instream Habitat Program within the Quinebaug River, MA. Trained, motivated, and led crew members during adverse conditions. Collected data on hydromorphology and fish and invertebrate fauna composition, which led to a published quantitative analysis of human-induced alterations and a list of effective restoration measures.
