My tasks are the preparation of environmental screening reports and environmental management plans for sub-project activities selected by the SCDP based on the World Bank Environmental safeguard policies triggered under this project in line with national environmental policies and guidelines of Sri Lanka. In addition, during construction all project construction related activities will be monitored against the approved Environment Management Plan (EMP), take corrective actions (if any) and strict supervision of EMP implementation by the civil contractors. In relation to above activities, all the administrative activities are carried out and training of Project Partner Agencies (PPAs) are carried out based on the training plan prepared and agreed upon.

Draft Reform Action Plans for Local Authorities in collaboration with the Project Preparatory Technical Assistance Consultants and then coordinate with Local Authorities(LAs) in finalizing the plans and the LAs adopting the plans through Council resolutionsStudy the Solid Waste Management Action Plans prepared under the supervision of the National Solid Waste Management Center and follow up on their implementation for the LAs.Coordinate with the LGESP Magement Unit for the implementation of the Capacity Building programmes of the LAs and the implementation of the Reform Plans agreed by the LAs and the implementation of the Solid Waste Management Action PlansCoordinate with the SPCUs and the LAs on review and further advise on Reform Action Plans as well as the next steps in completion of activities in implementation of Reform Action PlansCoordinate in consultation with the PMU on activities on reforms and process reengineering with the Capacity Development Technical Assistance (CDTA)Consultants on various tasks assigned in strengthening local government processes. In this exercise, the proposals of the CDTA Consultants are reviewed and cooperate with the PMU to draw out the action plans in implementation of the recommendations and coordinate with the Ministry of Local Government, Provincial Councils and LAs in implementing the same.

Provide advice to ERP Programme Manager and Unit Leaders of the Environment Remediation Programme (ERP) on institutional development, governance and policy matters.Identify, research and prepare strategic perspectives on emerging issues facing solid waste managementReview and recommend management and administrative structures for Local Authorities for Solid Waste ManagementProvide policy level support to Local Authorities in the preparation of by-laws and policy changes in relation to solid waste management
