Tasked with developing strategies to support the procurement of major equipment for China and Indonesia Viscose Fibre Plant Projects and Power Plant Project. Subsequently oversaw procurement functions for all projects. Responsible for handling all financial planning and control for the department in addition to setting budgets for individual projects / programmes and monitoring / controlling of budget and cash-flow and resources. Undertake continuous review and improvement of procurement department policies, procedures and systems to maximise operational efficiency and performance. Includes regular analysis of procurement performance against a range of KPIs, reporting to the Board. Contracts functions included reviewing contracts to establish specific bid requirements (such as quotation validity period, project terms and conditions, warranty requirements and liquidated damages). Also led Cost Proposal Development: Sourced quotes, evaluated, negotiated costs and terms before preparing and issuing procurement cost proposals, procedures, management reports and required documentation. Also responsible for finalizing the contingencies, leading risk identification and mitigation across procurement and supply chain functions.Key achievements:Executed Condition Precedent Subcontracts agreements with critical vendors/subcontractors to work on exclusive basis, helping to eliminate manufacturing uncertainty for long lead items and enabling us to secure the services of reputed subcontractor, delivering USD30M cost saving for a single major proposal. EPCI scope involved CPP2 Platform, Living Quarters Platform, Living Quarters Module for 200 personnel, Flare Tower, Connecting Bridges and Jackets for CPP2 and Living Quarters Module. Managed procurement for the Arthit Central Facilities Project (Platform fabricated in Indonesia and installed in Gulf of Thailand) (Total value of Procurement and Subcontract work scope was USD40M+). Other key responsibilities included: Bid Preparation: Risk Management: Resource & Budget: Supply Chain: Performance Measurement: Expediting, Logistics & Warehouse: Team Management.Key achievements:Established frame contracts for bulk materials with a price validity until project completion with buy back provision to secure timely delivery of materials, best price and to sell back the excess materials.
