Appointed by the Edinburgh Centre for Constitutional Law at the University of Edinburgh to prepare a technical legal paper for submission to the Foreign Ministry of a particular 'Global South' jurisdiction detailing the following: (i) the justification for a nationwide transition to net-zero greenhouse gas emissions; (ii) the potential liquid finance benefits associated with the "Just Transition" process, including the benefits that such a transition could potentially bring to governments globally; and (iii) advice on the unbundling and refinancing of State-owned utilities so as to take advantage of international climate financing mechanisms whilst ensuring improved alignment with the goals of the United Nations Framework on Climate Change and the Paris Agreement. The technical legal paper is part of a larger project advising a particular 'Global South' jurisdiction on (i) preparing a new written Constitution to address various socio-economic challenges and ensure improved State-level climate action and (ii) drafting new national legislation in the form of a Climate Change Bill.
